Job Specifics

Duties Description Under the general direction of a Business Document Specialist 5, the incumbent is responsible for overseeing the day-to-day administration of more than one of the Division's functional units as well as assisting Division management with developing, implementing and enforcing policies and procedures for these functions. The duties of the Business Document Specialist 4 will include but are not limited to the following:
• Assist with planning, organizing and directing the work of the Division.
• Ensure that policies and procedures are implemented and communicated appropriately.
• Establish goals and priorities for each unit and monitor progress.
• Clarify policy for Division staff and other units, agencies and stakeholders
• Assist with the development of new programs and Division initiatives
• Oversee the implementation of new programs and Division initiatives
• Develop work plans for the Division's functional units. Ensure that such work plans support the Department of State's economic development efforts, protect consumers and serve the Division's customers
• Assist with the development, implementation and evaluation of program activities and procedures
• Recommend changes in business processes and procedures
• Ensure that subordinate supervisors and staff are adequately trained, developed and evaluated
• Assist with testing computer applications
• Supervise Business Document Specialists 3 and other appropriate titles.
• Work with all managers to promote a healthy and safe workplace that meets Department and Division goals.
• Monitor program functions and respond to issues in a manner that is consistent with Department of State policies and procedures and Division goals
• Resolve issues of concern within the Division in a timely manner and devise solutions to prevent the reoccurrence of similar situations
• Assess resource needs to enable the Division to fulfill its core mission and make recommendations.
• Represent the Division at internal and external meetings. Respond to inquiries from customers, Department staff and other stakeholders on Division specific issues.
• Perform special projects as needed.

Minimum Qualifications 52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist 3.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.



PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Business Document Specialist 4, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Business Document Specialist 3.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
