Job Specifics
Duties Description The Public Information Specialist 1 plays a key role in advancing HCR's digital communications strategy through compelling storytelling, visual design, and website management. Working under the direction of the Assistant Vice President of Digital Strategy & Design, this position combines graphic design expertise with web-based content management system proficiency. The ideal candidate is both creative and detail-oriented with an established portfolio demonstrating their ability to craft engaging messages, design cohesive visuals, and maintain consistent branding across digital and print platforms.
Primary Responsibilities:
• Graphic Design: Design and produce digital and print materials, including social media graphics, infographics, reports, flyers, marketing collateral, and a variety of agency-branded templates.
• Website and Intranet Management: Update and maintain content on HCR's website and intranet using a content management system; ensure quality control, accessibility, and optimal user experience.
• Campaign Support: Assist in the creation and implementation of digital marketing initiatives and social media campaigns that elevate awareness of HCR's programs and services.
• Content Creation & Editing: Write, edit, and proofread website, social media, and internal communications content to ensure clarity, accuracy, and consistency with HCR's brand voice and messaging.
• Visual Storytelling: Contribute to the creation of multimedia assets such as videos, motion graphics, and digital animations in support of agency initiatives.
• Collaboration: Work closely with communications, design, and program teams to align messaging, maintain brand consistency, and support agency-wide outreach efforts.
• Quality Assurance: Review and refine visual and written content for accuracy, compliance, and visual appeal prior to publication.
Minimum Qualifications QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Promotion: one year of permanent competitive or non-competitive experience as: Either A: Public Information Specialist, or Multimedia Production Technician, Graphic Designer 1, or Photographer 2.
Open Competitive: Six years of experience in public or governmental relations, and/or in writing or producing content for various media.
MQ Substitution:
An associate's degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing can substitute for two years of specialized experience; a bachelor's in these fields can substitute for four years; and a master's degree in these fields can substitute for an additional year of specialized experience.
