Job Specifics

Duties Description Under the general direction of the Director of the Bureau of Collections Management (BCM) in the Division of Administration, the incumbent of this position supports the recovery of Medicaid overpayments in coordination with other OMIG divisions and the Department of Health. These recoveries are reinvested into the Medicaid program so that critical health services can be provided to some of the State's most vulnerable populations. Job duties include, but are not limited to:

• Provide direct supervision, training, and mentoring to subordinate staff, ensuring quality and consistency in assignment execution;
• Oversee collections activities including collections preparation, requesting, analyzing, and organizing data to support case documentation requirements, reconciling accounts between NYS OMIG and NYS DOH Medicaid Financial Management, ensuring the continuity of bureau daily operations;
• Troubleshoot complex collections scenarios, research provider information, and provide guidance to staff regarding appropriate resolutions;
• Assist in the identification, development and implementation of efficiencies within the Collections management function in an effort to increase revenue collection capacity and to improve ability to comprehensively respond to external inquiries;
• Maintain a working knowledge of the resources, systems, policies, laws, codes, rules, and regulations related to the collections process;
• Analyze account receivable proposals for various agency programs, including federally funded programs, to ensure federal discovery is reported and paid properly and timely;
• Communicate professionally with OMIG staff, providers and their representatives, and other bureaus and agencies both within and outside the OMIG;
• Assist with managing checks and Automated Clearing House (ACH) processing including reconciliation and posting of check and/or online payments to OMIG's system of record;
• Assist in oversight of contractor collections processes;
• Assist with managing bad debts processing including judgments, bankruptcies, receiverships, liquidations, and civil recovery referrals;
• Assist in the preparation of data and reports related to Collections efforts, including monthly and quarterly state and federal share recoveries reports as required by DOH/DOB/CMS, reporting the application of funding shares, and responding to ad-hoc data requests from Executive management;
• Work with agency counsel and staff to administer collections in accordance with legal requirements;
• Assist in various administrative tasks required for the effective operation of the Bureau.

PREFERRED QUALIFICATIONS:
Proficient in comprehensive collections casework activities, contractor collections oversight processes, checks/ Automated Clearing House (ACH) processing, bad debts processes, and recoveries reporting; experience with FACTS, eMedNY, Mobius, ACH Admin Portal, Microsoft Teams, OneDrive, Excel, and Word; excellent verbal/written communication, analytical, and interpersonal skills; detail-oriented, team player, problem solver; ability to multi-task, meet deadlines and manage meetings and projects; and ability to work independently and follow through on assignments.

Minimum Qualifications To be eligible for appointment, candidates must be reachable on the OMIG promotional list for Medicaid Integrity Specialist 2 OR be a current New York State employee with one year of permanent or contingent-permanent service in a title deemed eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
