Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3, G-25, position in the Division of Forensic Services (DFS), Diversion Center. The Diversion Center’s mission is to support jurisdictions in the development, implementation, evaluation and replication of initiatives to the reduce arrest and incarceration of persons with serious mental illness (SMI). The general services provided by the Diversion Center are the assessment of local resources, current practices, and gaps in services through sequential intercept mapping; researching, training and technical assistance for the identification and diversion of justice-involved mentally ill individuals from incarceration; and researching, training and technical assistance to develop and sustain Crisis Intervention Team (CIT) programs in communities throughout NYS.

One of the initiatives supported by the Diversion Center is the Court-Based Mental Health Navigators. Court-Based Mental Health Navigators aim to support individuals with serious mental illness who are in the community and involved in the criminal justice system by offering voluntary connection to community and county behavioral health resources to support health, wellness, and recovery. Navigators are based in counties with high SMI arrests and/or high CPL 730 utilization. They are housed within county government and have a strong understanding of the local mental health and social services system as well as the criminal justice system.

Specific duties to be performed by the MHPS 3 may include, but are not limited to, the following:
• Supervise and assist in planning, development and implementation of Navigator programs
o Complete performance evaluations, monitor productivity and ensure accountability
• Monitor and evaluate activities to ensure new and ongoing programs are implemented according to OMH guidance and best practices.
• Review reports from other states and experts in mental health/criminal justice diversion to assess performance of models used.
• Draft policies and ensure all practices and protocols are in accordance with best practices, state laws, and OMH guidance.
• Identify gaps in services and assist in developing corrective action plans to ensure individuals with mental illness who are involved in the criminal justice system are connected to treatment services.
• Collaborate with OMH field offices and local county mental health and criminal justice stakeholders to initiate partnerships and address system gaps and/or barriers.
• Develop a resource network of mental health providers and programs that work with individuals involved in the criminal justice system as well as diversion programs.
• Monitor and evaluate the quality of services provided. Collect and manage data to be utilized in quality improvement projects. Prepare comprehensive reports.
• Consult with, and provide expert technical assistance and guidance to, OMH staff, other State and local agencies, and Court-Based Mental Health Navigators.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have one year of permanent status as a Mental Health Program Specialist 3 and eligible for lateral transfer, OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law.

Additional Comments The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.
