Job Specifics

Duties Description The Statewide Financial System (SFS) is New York State’s enterprise financial system that supports agency business processes and serves as the State’s accounting system of record. Supporting approximately 80 State agencies, SFS processes over $100 billion in payments on an annual basis, and strives to continually ensure system performance, reliability and availability, safeguard the integrity of the data contained within SFS, and maximize use of SFS functionality for the greatest benefit of NYS government.

As part of the Statewide Financial System (SFS) Service Delivery Division, Stakeholder Engagement Bureau, the incumbent will be responsible for change management tasks related to business process and system changes that affect end users and stakeholders of the State’s enterprise financial and accounting system. The incumbent will also be responsible for managing stakeholder communication and change management tasks, as well as assisting with stakeholder training and agency business process testing.

General Job Responsibilities:
• Troubleshoot issues/incidents to support customers and increase system knowledge.
• Plan activities to gather information and define an approach to understanding and resolving stakeholder issues.
• Upon successful resolution of a problem, ensure resolution steps are clearly documented, and monitor for subsequent issues to ensure that they are resolved in a timely fashion.
• Understand how agencies use various SFS modules to conduct business.
• Develop understanding of agency business process needs to provide targeted support to various stakeholder groups.
• Interface with stakeholders to ensure that SFS fully understands their problems.
• Serve as a liaison between business, IT staff, and external stakeholders.
• Provide change management, communication, and training support for assigned SFS projects.
• Assist with the content development and delivery of internal and external training sessions and workshops.
• Become familiar with new and updated functionality for assigned SFS projects.
• Assist with the development of communications and reference materials/guides that support users in understanding a business process and/or policies related to state financial activities.
• Ensure stakeholder training materials, project artifacts, and communication needs are met within required timeframes.
• Develop technical and non-technical content including communications, reference guides, training presentations, procedures, etc.
• Present to stakeholders and facilitate agency meetings.
• Assist customers with testing new releases and effected business processes; follow up on testing when needed.
• Support the creation of process flows and process models for the as-is or to-be business processes or functions as needed.
• Participate in knowledge transfer and continuous learning sessions to build competency in key focus areas.

Minimum Qualifications NYHELPS Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NYHELPS Minimum Qualifications:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.

Permanent-Competitive Qualifications:
This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.
