Duties Description Position #1 (PBS)

This Professional Engineer 1 position is in the Region 2 Division of Environmental Remediation (DER), Bulk Storage Program Section. The position requires excellent abilities for independent work and managing more complex and diverse projects. The position will include developing and implementing the annual Work Plan for the Petroleum Bulk Storage (PBS) and Chemical Bulk Storage (CBS) inspection programs to achieve the inspection goals, processing CBS license applications and renewals, developing and reviewing plans and reports for facilities’ closure including but not limited to review and comment on Site Assessment Work Plans, Remedial Investigation Work Plans, and Investigation Summary Reports to determine if subsurface soil and groundwater contamination has been adequately delineated and characterized, preparing correspondence to facility owners documenting DER’s requirements; conduct PBS and CBS inspections and field visits and enter inspection results in the DER database, and issuing Notices of Violation. Prepare enforcement referrals for facilities with significant violations and assist Office of General Counsel in processing and resolving violations. This position will also include supervising, training, and managing subordinate staff to ensure that CBS program is conducted in an organized, effective manner. Position #2 (Sect. C)

This Professional Engineer 1 position is in the Region 2 Division of Environmental Remediation Remedial Section C. They will serve as Senior Project Manager for Brownfield Cleanup Program and State Superfund sites. This position requires a person technically proficient and knowledgeable in the various remedial programs, capable of juggling multiple priorities on several fast-paced and/or complex projects. Position requires close coordination with all involved agencies, divisions, stakeholders, consultants, and contractors, etc. Responsibilities include review, oversight, and management of all phases of remedial work, including work plans, remedial investigation reports, feasibility studies, design reports, construction plans and specifications, site management plans and final engineering reports, as well as field oversight, to ensure conformance with current NYSDEC regulations, guidance and policies, as well as professional engineering standards. Other responsibilities include development and management of work assignments and budgets, preparation of responses to written correspondence, public presentations, and interaction with the public and community groups in relation to these projects. Supervision of lower-level technical staff may be required. Required functions are to be performed with a high degree of independence. On occasion serve as section supervisor in the absence of the permanent supervisor. Additional duties to be discussed during interview.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.
or

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4 transfer eligibles and NYHELPS):

a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering.

If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.

Candidates who are not eligible for transfer or reinstatement must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). Additional Comments * The starting salary for this position is $ 104,798. This amount is comprised of the base salary of $ 91,298 with an additional geographic pay differential of $13,500 specific to this title and location.

The job rate for this position is $ 128,752. This amount is comprised of the base salary of $ 115,252 with an additional geographic pay differential of $13,500 specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Telecommuting may be available, will be discussed at interview.
