Job Specifics

Duties Description Within the Division of Health Care Plan Contracting & Oversight, Bureau of Managed Care Certification and Surveillance (BMCCS), the incumbent will manage staff responsible for ongoing certification and surveillance of Managed Care Organizations (MCOs) to ensure compliance with Public Health Law Articles 44 and 49 as well as 10 NYCRR Part 98.
Specific duties and responsibilities may include but are not limited to:
Supervise and manage a team of professional staff who perform a complex range of activities associated with certification and surveillance of managed care organizations.
Coordinate certification and surveillance activities within the Division as well as other DOH Divisions and State agencies, to ensure data collected and development of reports meets federal reporting requirements.
Analyze state and federal legislation related to managed care and review for impact on existing program operations.
Identify and implement changes needed in current operations to accommodate implementation of new legislation, regulations, contract provisions and policies.
Review and evaluate on an ongoing basis, existing procedures impacting Unit activities and recommend changes to increase efficiency.
Monitor tasks assigned to unit staff, identify potential issues, and ensure quality standards and deadlines are met. Prioritize assignments for staff when needed.
Communicate information with management if potential issues are discovered and recommend solutions.
Participate in ongoing educational needs, training, and guidance for staff.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG-27, and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG-25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in interpretation of governing laws, regulations, or policy, project management, Microsoft Office Application.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
