Duties Description Under the direction of the Asst. Director of Financial Administration - Budget & Federal Grant Management Bureau, the Chief Budgeting Analyst Capital section will be responsible for the management of all aspects of the Capital Budget development, implementation, and monitoring. There is an expectation that this section chief is knowledgeable of the intersection of these responsibilities among the other sections of the budget & federal grant management bureau, as well as other bureaus within the Division of Fiscal Management. This section head will be responsible for guidance and policy advice in consultation with the Bureau Director and Division Direction. Among other responsibilities as assigned, the Chief Budgeting Analyst is responsible for:
1)Assigned portions of the Agency's budget request (Capital Funds) submitted on time and consistent with DOB Budget Request Manual and Director's call letter; coordinated across all funding sources. Analyses of Executive and Enacted budgets are timely and well understood by program and Executive staff. Summaries are provided quickly and comprehensively.
2)Financial plan maximizes resources for the agency while adhering to ceiling and other spending restrictions. Allocations are developed to be consistent with budget recommendations and internal policies. Expenditures are appropriate for each funding source and made in a manner to avoid interest. Cash ceiling restrictions are enforced on department-wide and/or funding source basis. Working with the other sections and direction, Capital plans and staffing costs are integrated and analyzed to ensure full funding of work plans. Recommendations for financial planning for both personal services and nps are summarized, coordinated with other CBAs and provided to direction and executive staff.
3)Budget journals are processed in a timely manner to allow programs access to allocations and avoid negative ps segregations. Fringe benefits are paid with the least possible errors. Routine reports are completed by the end of the following month and provide analysis, recommendations for program action and advice to Executive office. Reports are tailored to customer needs and use. Financial System coding is established and maintained to ensure direct/indirect accounting; Attachment A's, waivers and spending plans are reviewed.
4)Closeout reports and various level of effort reports are completed within a month of the carryout periods. All spending authorization is used to maximize resources for the Department. Bond Certifications and diligence, cash transfers, and KK_PLAN, KK_OP_Org adjustments are reviewed and executed as needed.
5)Coordination with the other CBAs, Bureau and Division Direction is paramount; routine meetings and messaging should be established for communication. Information on any and all impacts affecting more than one funding source must be made available to all. Advises supervisor of problems or potential issues, including background, clear delineation of issue or problem and offers alternative courses of action and recommendation as to the preferred alternative and follow up steps required. Implement controls to assure timely accomplishment of objectives. Advance completed staff work - - written and/or oral. Special assignments are handled expeditiously and comprehensively. Positive and professional communication with DOB staff, Executive, program staff, partner agencies, and subordinates must be maintained at all times.
6)Supervision of at least two to three Supervising and/or Associate Budget Analyst positions focusing on the Capital portfolio to ensure alignment with the overall agency fiscal planning process. In addition, various other non-direct-reporting staff manage various Capital accounts that the CBA must understand and incorporate as part of overall planning and reporting.
Sets a good example for others through actions and statements incorporating the principles of integrity, impartiality, and problem-solving. Performance plans and evaluation are current. Appropriate training for staff is encouraged. Overtime is minimized and staff can and do cover for one another through formal backup assignments. Integrity is primary and understood to be so by all staff.
Minimum Qualifications Qualifications for Provisional Appointment:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Supervising Budgeting Analyst or two years of permanent competitive of 55-b/55-c service as an Associate Budgeting Analyst.
Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Environmental Conservation promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Supervising Budgeting Analyst.
Reassignment -
Currently in the title of Chief Budgeting Analyst and an employee of DEC or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, www.cs.ny.gov/ and search for your title under GOT-IT.
