Job Specifics
Duties Description This posting is for an Environmental Program Specialist 2, within the Division of Water’s (DOW), Bureau of Water Resource Management (BWRM). The candidate will provide statewide and regional support and coordinate with DOW and DEC programs to maintain and improve data accessibility, visualization and management. The candidate will also provide training, where appropriate develop standardized procedures, guidance and policies, represent DEC on various committees and technical workgroups, respond to press and public inquiries, incorporate and implement DEC initiatives into work products, and provide supervision and workplan development and oversight. Additionally, the candidate will participate in DOW’s statewide efforts to ensure overall integrity within various compliance and enforcement programs through participation in training of regional staff and others, assisting in developing best practices, and updating guidance.
Unique Duties:
Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel, primarily throughout New York State, but occasionally out-of- state and some overnight travel will be required.
Essential Functions:
The EPS 2 in DOW’s Data Science Section will be responsible for overseeing, coordinating, and completing project activities which support the Division’s data science needs. This includes, but may not be limited to:
•Supervision, training and directing the BWRM’s Data Science Section staff to ensure DECand DOW administrative policies and procedures are followed.
•Establish annual workplans and progress reporting.
•Manage and enhance delivery of DOW data systems to support state programs and CWIIA and federal reporting reports, includes: collecting, compiling, organizing and analyzing data(using various tools, including R programing); developing routine queries or processes to improve consistency and accuracy of reports; ensuring data is accurately entered in the information systems, communicating with program staff, and maintaining information systems.
•Oversee administration of DOW's development and implementation of electronic forms and tracking programs, includes setting form design standards, assisting DOW staff to develop and update electronic forms to support DOW programs, assigning user roles and managing user access.
•Respond to inquiries and requests for information, includes compiling data systems using various tools to produce reports to support the annual reports, potential enforcement cases,FOIL requests and other requests for information.
•Provide technical support, analysis, coordination and guidance to increase efficiency and effectiveness of DOW program delivery using productivity and visualization tools.
•Contribute to the development and implementation of BWRM and Division of Water programs, as well as their associated technical documents, presentations, and other reports.
•Support and direct staff to implement Division of Water programs and initiatives.
Minimum Qualifications Minimum Qualifications For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Preferred Qualifications:
•Excellent interpersonal, verbal and written communications.
•Strong familiarity with program languages (R, python, SQL).
•Proficient with FileMaker and working with databases.
•Proficient with O365 suite, Power Automate, GIS, relational databases and form buildingtools.
•Ability to evaluate and manage large datasets.
•Familiarity in statistical analysis.
•Ability to concisely disseminate technical information (presentations, correspondence).
