Job Specifics

Duties Description Within the Division of Health Plan Contracting and Oversight, in the Bureau of Managed Care Fiscal Oversight t(BMCFO) the incumbent will be unit team lead and will be responsible for both the administration and management of the function and assignments for a given unit.

Specific responsibilities may include but are not limited to:

• Interact and collaborate with program, rate setting, legal affairs, and other policy staff within the Department as well as other state agencies, consultants, and MCO stakeholders that interact with MC cost report or encounter data and functions. Further, the incumbent will be tasked with developing deliverables (i.e., quarterly cost report and solvency analysis, annual MLR analysis and encounter data reporting oversight) and occasionally presenting materials to Division and Agency executive staff.
• Review, analyze and evaluate State and federal regulation's related to Medicaid and other public health insurance programs to improve program operations, ensure compliance of existing programs with new or changing requirements or guidelines, provides technical assistance to various groups on regulatory changes and impacts on program operations, as well as to evaluate reports and program data to identify deficiencies, perform quality assurance and program audit functions, and to improve administration of health insurance programs.
• Review and evaluate operations of health insurance plans to identify deficiencies and propose corrective actions to ensure compliance with DOH and federal laws, rules, and regulations in relation to the cost reporting and encounter reporting and oversight polices, rules and regulations.
• Supervise several layers of professional staff and provide staff oversight responsibilities to ensure accurate fiscal monitoring and utilization of appropriate financial methodologies in relation to the financial and encounter data reporting.
• Draft, review, and update training and guidance documents, provider manuals, and job aids for staff and contractors; provide oversight to contractors involved with health insurance administration through evaluation of program functions.
• Identify and implement changes needed in current operations to accommodate implementation of new legislation, regulations, contract provisions and policies.
• Review and evaluate on an ongoing basis, existing procedures impacting Unit activities and recommend changes to increase efficiency.
• Monitor tasks assigned to unit staff, identify potential issues, and ensure quality standards and deadlines are met. Prioritize assignments for staff when needed.
• Communicate information with management if potential issues are discovered and recommend solutions.

Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Management Systems Analyst, SG-27.

Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-25 or higher, and eligible to transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to pull and analyze large data sets using SQL and or SAS Viya and any other data anlytics tools as well as ability to solve problems independently. Professional work experience and/or education in healthcare and data, trend analyses.
