Job Specifics
Duties Description The incumbent of this position will be responsible for, but not limited to, the following duties:
•Plan, organize, and coordinate DEC's annual state agency environmental audit self-assessment, supervising the team of environmental audit coordination for DEC nine regions and Central Office.
•Conduct substantive and technical training on the state agency environmental audit process and technology, outreach and oversight to regional audit coordinators and central office personnel to ensure timely submission of environmental incidents for the statewide review.
•Collaborate with DEC’s team of regional audit coordinators composed of regional attorneys, engineers, environmental program specialists, enforcement coordinators, among others, who are conducting annual environmental compliance reviews of DEC facilities, projects, and operations. Oversee the work of nine regions and central office to ensure timely submission for the statewide review and analyze/evaluate their reported incidents. Provide direction and review the submissions to ensure compliance with statutory data requirements, and for accuracy, completeness and soundness of recommendations.
•Plan, organize, and manage the annual state agency environmental audit process involving more than 40 executive agencies and their environmental audit coordinators to receive their annual environmental audit assessments, review the submissions for accuracy, completeness and soundness of recommendations and to ensure compliance with statutory requirements (and application compatibility), and prepare the incident submissions for DEC review.
•Manage the DEC Audit Application to compile submitted agency information and data for regional review and statewide report preparation. Assign environmental incidents to regions for their review and assessment and then spearheads regional review of reported environmental incidents for severity, remediation progress, and compliance status. Provides technical guidance and direction to staff and suggest corrective measures. Reviews incident final reviews for accuracy and completeness.
•Analyze and assemble qualitative data and information, including fiscal impact/appropriation needs, into the statewide annual report for submission to the Governor, DOB, and the Legislature.
•Develop recommendations to assist DEC management in improving the effectiveness and efficiency of state agency environmental audit program.
•Conduct collection, analysis, interpretation, and graphical representation of quantitative data, and develop findings based on those analyses, to assist with decision-making on agency- and state-wide matters.
•Research Federal laws and regulations as well as New York State Environmental Conservation laws, rules, and regulations for compliance requirements and facilitate external outreach, data collection, data consolidation, program reviews, and reporting requirements.
•Review and analyze statutory and regulatory requirements to aid in assessment of compliance requirements, identifying impediments, brainstorming solutions, and developing implementation plans and tracking tools.
•Conduct the annual review of internal controls for the Office of Risk and Compliance.
•Assist with management of the agency’s risk, compliance, and policy program, including conducting risk assessments, compliance reviews, and policy development.
•Review, coordinate, and update policies and procedures for the Office of Compliance, Risk, Innovation, and Strategic Planning, and assist in the development and implementation of procedures and operating systems. Support management and oversight of the agency’s policy program, assisting programs and the Policy Council with the development, review, and workflow coordination of other program and commissioner’s policies.
Develop accurate, organized spreadsheets for data collection, analysis and tracking.
Efficiently analyze multiple sources’ data, identify and concisely document primary points. Develop clear and concise reports, summaries, graphics, and presentations.
•Conduct research related to events, agreements, appointments, and initiatives to assess potential risks to agency operations, reputation, government integrity, or trust in government personnel; analyze results, and document findings for executive review.
•Work independently and as part of the team under supervision of the Deputy Commissioner for Risk & Innovation.
Minimum Qualifications Minimum Qualifications for Appointment:
One year of permanent service as a Sr. Administrative Analyst, SG-18, and reachability on promotional eligible list.

- Currently in the title of Associate Administrative Analyst and an employee of DEC
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer Eligible – one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. •Be capable of delivering high-level work product accurately and adapt to changing assignment scope
•Must be an execution-oriented self-starter with exceptional organizational skills, attention to detail and independent follow through
•Ability to learn quickly, synthesize input from a variety of sources and think critically and strategically about risk and compliance
•Excellent organizational and time management skills, ability to produce quality outputs within sometimes compressed timeframes
•Proficiency with MS Excel (to develop complex spreadsheets and track data) and MS PowerPoint (to develop executive presentations and demonstrations); Proficiency with MS Word (to develop organized, properly formatted documents); Familiarity with workflow documentation
•Legal and/or audit experience preferred
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
