Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Associate Director of Human Resources Specialist 1 within ITS Human Resources (HR), the HR Specialist 1 will assist with the administration of staffing, classification, compensation, examination planning, and general personnel activities for assigned program areas.
Specific duties include, but not limited to:
• Facilitate pro-active discussions with programs for organizational and succession planning and manage all personnel activities for assigned program areas, ensuring adherence to Civil Service Law, Rules, and Regulations.
• Provide technical assistance and guidance to hiring managers on a variety of human resources and Civil Service issues.
• Research, analyze, and advise on recruitment, classification, and compensation strategies for difficult to recruit positions and unique staffing needs.
• Review, analyze, and edit correspondence to Civil Service for approval of staffing, classification, and compensation requests.
• Review applicant qualifications against Civil Service Laws, Rules, and Regulations to determine appointability.
• Assist programs with organizational planning, staff-development, career ladder, and succession planning initiatives.
• Assist with exam planning initiatives and scope conferences to ensure that examination parameters are in line with OITS' recruitment and succession planning needs.
• Assists Program Areas with their probation, traineeship, and performance program/evaluation administration.
• Assist in the development of HR procedures and special projects.
• May represent OITS in career fairs and recruitment events.
• Perform other personnel tasks, as required.
Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE QUALIFICATIONS:
Trainee 1: Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Trainee 2: Five years of experience as described above.
Journey-level: Six years of experience as described above.
Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Eligible for a lateral transfer or for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
