Job Specifics

Duties Description The HPA will be within the Bureau of Staffing, Operations & Support, overseeing logistics, space management operations across the Office of Health Insurance Programs (OHIP). Coordinate facilities, physical plant, and equipment support for OHIP State staff and contractors across all OHIP locations, ensuring workspace readiness and continuity of operations; Coordinate onboarding/offboarding logistics related to facilities and equipment, including workspace access, workstation readiness, phones, and required account/access provisioning with appropriate partners; Assist with space planning, moves, and reconfiguration efforts across OHIP-occupied locations, support implementation of approved space plans and layout changes; Track space occupancy and workstation utilization; prepare recommendations to reclaim or add workstations to meet program and staffing needs; Complete routine building checklists and coordinate issue reporting/ticket submission and follow-through with landlords and facility partners to support timely resolution; Manage OHIP mailroom operations, including mail handling procedures, routing, and operational logistics; Perform other independent projects and related duties as assigned, consistent with the Health Program Administrator, Grade 18 title.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive Candidates via NY HELPS Program:

Health Program Administrator: Six years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 2: Five years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 1: Four years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

*Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: Demonstrated experience coordinating multi-site facilities, physical plant, and equipment support to maintain workspace readiness and continuity of operations.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
