Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2 in the Office of Financial Management, Community Budgeting and Financial Management Group (CBMFG).
Duties to be performed may include, but are not limited to, the following:
• Oversee the contract payments unit for all Direct and miscellaneous contract payments and Family Care.
• Review payments to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency polices.
• Review refunds and general ledger transactions to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency policies.
Assist in resolving budget and encumbering issue related to contract payments. Run reports and keep data related to spending, cash allocations and contract encumbrances.
Oversee the Family Care unit; ensuring compliance with State and agency policies regarding care services provided to residents in private home settings.
• Conduct training sessions for staff and OMH field offices on various contract payment procedures and policies.
• Participate in workgroups which are established to develop and evaluate changes in methodologies for financing the provision of mental health services.
Participate in workgroups which are established to develop and evaluate changes in technology utilized for financing the provision of mental health services.
• Conduct periodic internal control updates and testing.
• Participate in Statewide Financial System (SFS) Workgroups to update and maintain the data linkage between OMH's Aid to Localities Financial System, Grants Gateway and SFS.
• Respond to telephone calls and e-mails from providers, control agencies and OMH staff regarding a wide range of contract related questions relating to all programs.
• Provide contract advice and support to Field Office directors and staff; analyzing fiscal problems and developing solutions for solving problems.
• Supervise lower level staff. Delegate assignments and encourage teamwork. Conduct performance Reviews.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Transfer:
Candidates must have permanent status as a Contract Management Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
