Job Specifics

Duties Description ??This position is in the Program Management Office within the Chief Information Office (CIO).

?Direct the Office of the State Comptroller’s Program Management Office, including the Business Analysis and Project Management teams.

?Direct the Problem and Change Management Team including driving improvements of standardized change methodology, Problem and Outage management, and the audit management process for CIO.?

Serve as the portfolio manager, balancing priorities and making recommendations to agency executives regarding projects and investments in such projects.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

52.6 Transfer:

For a 52.6 transfer to a Project Manager 5, SG-29, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 27 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

• Familiarity with NYS procurement processes.

• Project management training, preferably certified by the Project Management Institute (PMI).
• A Bachelor’s degree is preferred.


Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
