Job Specifics

Duties Description The BSA2 (Hlth) will be within the Bureau of Fiscal Policy and Management, and key responsibilities include: Lead business and systems analysis supporting HR1 implementation and ongoing Medicaid administrative operations, with a focus on fiscal reporting, financial controls, and enterprise reporting needs.
Elicit, document, and validate business, reporting, and system requirements from fiscal staff, program leadership, and IT partners to support accurate, timely, and compliant financial reporting; Analyze existing fiscal reporting workflows and data processes; design and recommend improved processes to enhance efficiency, transparency, and alignment with state and federal requirements; Translate policy, program, and operational needs into functional specifications, business rules, and reporting requirements to support system development and reporting enhancements; Develop, maintain, and analyze standardized fiscal and operational reports used by leadership to monitor expenditures, risks, performance trends, and administrative workload impacts; Perform detailed data analysis to identify reporting discrepancies, emerging risks, and process gaps; prepare concise summaries and recommendations for management decision-making; Partner with IT and application development teams to support implementation of reporting tools and system enhancements, including participation in solution design, testing, and validation activities; Plan and execute user acceptance testing and report validation to ensure financial reporting solutions meet documented business requirements and compliance expectations; Maintain comprehensive documentation of business processes, reporting logic, system requirements, and testing outcomes to support audit readiness and ongoing operational consistency; Serve as a liaison between fiscal reporting staff, program areas, leadership, and IT to coordinate reporting priorities, communicate analytical findings, and support enterprise-level financial decision support.

Minimum Qualifications Non-Competitive Minimum Qualifications:
Seven years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive Minimum Qualifications:
Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.


Preferred Qualifications: Experience in Medicaid and fiscal reporting. Able to translate policy needs into reporting requirements. Strong analytical and collaboration skills across fiscal and IT teams.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
