Job Specifics

Duties Description The incumbent will be the lead for the “Advanced Population Health Analytics and Applications” Unit (consisting of multiple Research Scientists) that will research and adopt new methodology and evidence-based cutting-edge solutions for modernizing data systems, performance tracking dashboard and query applications, data linkages, and advanced analyses of multiple data sources to support scientific research and major statewide population health initiatives. The incumbent will have major responsibility for all phases of these projects including defining problems, performing necessary research, developing and executing research plans, conducting statistical testing and modeling of complex data, organizing and evaluating results, and preparing reports of findings. The incumbent will be responsible for researching modern data analytics methods, assessing current data sources against documented best practices, determine gaps, and identify areas to prioritize for improvement. They will coordinate with other Department of Health (DOH) programs to identify relevant data sources to help monitor and evaluate policies, programs, and interventions and support scientific research projects. This position will support efforts related to identification of health burden, disparities, and targeted populations such as women and children, and targeted public health problems such as maternal morbidity and mortality and vaccine-preventable diseases. They will identify, design, and implement the most appropriate solutions for sustainable and efficient use of data sources to develop data dashboards and query applications and reports to support scientific research and the dissemination of timely population health data and indicators to internal DOH programs and Local Health Departments and other external partners. The incumbent will lead collaborations, consisting of internal DOH and external partners, to obtain subject matter experts’ feedback and advice on the implementation of studies and projects, interpretation of results and development of recommendations. The incumbent will also research and summarize literature review on new and advanced data linkage methodologies, and various topics that are related to specific scientific research and evaluation questions, direct statistical analyses, and coordinate the development of reports and publications to present and disseminate findings and recommendations to various professional audiences. The incumbent will coordinate with Offices across the Department to develop and implement data analysis plans to support the Maternal and Child Health research, surveillance, and evaluation agenda and strategic planning. They will provide supervision to staff and conduct other related duties as assigned.

Minimum Qualifications A bachelor’s degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree and five years of professional scientific research experience in a related field. **Substitutions: master’s degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree may substitute for one year of experience, and Doctorate or Ph.D. in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related degree may substitute for an additional year of experience.

Preferred Qualifications:Master's degree in Public Health or related field and four years of experience in public health research, surveillance or evaluation; or a doctorate in Public Health or related field and two years of experience in public health research, surveillance or evaluation; experience in grant application development and management. Proficiency in data analysis, database and statistical software, interpretation, and dissemination of data for varied audiences. Experience with deterministic and probabilistic data matching methodology and algorithms, analyzing large public health data, especially using time-to-event methodology. Intermediate or advanced proficiency using SAS including proficient use of SAS BASE, SQL, GRAPH, STAT, ODS, MACRO, Tableau. Advanced proficiency in Microsoft Office.
