Job Specifics
Duties Description The PPS 3 will support the public outreach activities of the Central Office Bureau of Public Outreach within the Division of Communication, Education, and Engagement. They will rely on their knowledge of environmental policies, regulations and Department procedures to respond to requests from program staff and the public. They must have excellent communication skills (both verbal and written), supervisory experience, and be able to work under tight deadlines. They will supervise subordinate staff and support them in the scheduling and facilitating of public meetings, hearings and other outreach events. They will oversee higher level outreach initiatives for the Department and support regional staff with outreach events and campaigns as needed. They will provide guidance to program staff and Executive staff on public participation-related matters.
1. Help manage and coordinate the work of the Bureau of Public Outreach, in consultation with the Bureau Chief, Assistant Division Director, Division Director, and Executive staff as needed.
2. Supervise Public Participation Specialist 2(s) and other subordinate staff.
3. Work with the public to assure understanding of Department programs and solicit public input.
4. Work with DEC programs, divisions and regions in production and development of information materials, press releases, rollout plans, and website content to support
Department programs.
5. Coordinate and work with county and local governments and other state agencies as needed to maximize the use of their public participation resources.
6. Direct and support subordinate staff in the preparation and coordination of public meetings, hearings, and other events, both virtually and in-person.
7. Promote DEC initiatives and messages and coordinate agency participation at large-scale outreach events such as sportsman shows, Earth Day events, and the State Fair. Develop comprehensive work plans for outreach events and activities.
8. Coordinate with the press office as needed.
9. Maintain knowledge of the most current and important public issues and programs of the Department, New York State, and DEC Regional offices.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and eligible for transfer under Section 70.1: Permanent competitive service as a Local Government Specialist 2 or Public information Specialist 2

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
