Job Specifics

Duties Description Reporting to the Manager of Intergovernmental Outreach the Program Specialist 2 (Cannabis) position will be responsible for overseeing the review and processing of dispensary locations, communicating with municipalities and counties regarding sales distribution requests, and delegating complex issues to appropriate division staff in an effort to respond timely.

• Serve as subject matter expert in governmental affairs.
• Review and approve standard operating procedures, checklists, and other documents pertaining to the processing and review of 30-day extension requests, Unreasonably Impracticable Claims, Public Convenience and Advantage requests, and distance requirement regulations.
• Maintain and update policies and procedures and work with staff to disseminate communications in an accurate and timely manner.
• Coordinate, assist, and supervise subordinate staff presentations and speeches.
• Develop and provide training for processing and reviewing 30-day extension requests, Unreasonably Impracticable Claims, Public Convenience and Advantage requests, and distance requirement regulations.
• Perform internal controls testing of bureau functions to ensure that all procedures are being performed accurately and efficiently.
• Collaborate with the Office of General Counsel and the Cannabis Control Board in drafting response letters on behalf of CCB to municipalities.
• Perform full range of supervisory functions.
• Perform other duties as assigned.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Seven years of experience* where your major job responsibilities included one of the following: accounting and auditing; investigating or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met or are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

OR

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments • Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
