Job Specifics
Duties Description These positions are in the Habitat Protection Section within the Bureau of Habitat and will oversee and implement data management activities and aquatic habitat protection activities within the Section. Data management activities include development and maintenance of databases used to track jurisdictional determinations, habitat connectivity, compensatory mitigation, and fish and wildlife habitat monitoring. Aquatic habitat protection activities include regulatory programs that address impacts from: physical disturbance to waterbodies and riparian areas; road/stream crossings; water withdrawals; and hydropower projects. In addition, the incumbent will be expected to prepare, coordinate, review, and implement standard operating procedures, guidance documents, policies, and regulatory changes; as well as provide support for non-regulatory programs including administration of grants, outreach, and education. These Biologist 2 positions will directly supervise Biologist 1 staff in central office, while also providing support to regulatory programs that are primarily delivered by regional staff.
In fulfilling the duties listed above, the incumbent must have the following competencies:

In addition, the candidate must be able to recognize and highlight innovative work that advances the Section’s mission and recognize and highlight potential future challenges that might be looming for the work of the Section.
Technical Proficiency - The candidate must have rigorous scientific training and experience in fish and wildlife ecology and should be prepared to keep abreast of innovations and emerging scientific and technical discoveries in data management, habitat protection, habitat management, and habitat restoration.
In addition, strong candidates would have the following technical skills:
Data Management - Proficiency with Geographic Information Systems (GIS) and the use, management, and development of other databases.
Aquatic Ecology - Ability to maintain, and where necessary develop, expertise in limnology; hydrogeology; and the ecology of fish, amphibians, aquatic mammals, and aquatic invertebrates.
Regulatory Experience – Experience with regulatory habitat protection programs involving the review of development projects to assess impacts on fish and wildlife habitats and options for reducing and mitigating those impacts.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine),(Wildlife), or Environmental Program Spec 2 Natural Resources.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
