Job Specifics

Duties Description General Description
The candidate’s primary role will be as a Project Manager for sites in remedial programs such as the State Superfund Program, Brownfield Cleanup Program, Environmental Restoration Program, and Spills Response Program. This work involves oversight of responsible parties and applicants implementing remedial programs under DEC-issued orders or agreements and management of remedial activities conducted by the State’s contractors for State-funded actions. Work may also include oversight with EPA on Federal lead remedial projects. Specific remedial Project Manager duties are described below.

The candidate will also provide emergency Spill response approximately one day per week during regular working hours. Candidate will manage Spill response, containment, investigation, remediation, and closure for those Spills assigned during their time providing spill response coverage. Specific Spill Responder duties are included in the description below.

The candidate will also provide supervision to a total of two staff members in Region 7 Division of Environmental Remediation, Hazardous Waste Remediation and/or Spill Response.

Specific Duties
Specific duties required of a remedial Project Manager and Spill Responder include, at a minimum: interaction with remedial parties, regulated facilities, environmental contractors, property owners, the public, and government agencies; oversight of work and contractors at remedial program sites; processing, interpretation, and analysis of soil, groundwater, soil vapor, sediment, and rock data or information; management of the State’s contractors for State-funded remedial projects; writing and editing work plans and reports; assessing nature and extent of contamination; evaluating remedial alternatives; managing engineering design and implementation of remedial actions and corrective measures; inspecting regulated facilities and remediation field activities; enforcement for instances of non-compliance; and providing support to the Office of General Counsel and/or the Office of the Attorney General for cost recovery actions, to ensure remedial projects and spill response projects are conducted in accordance with applicable rules and regulations and in an efficient and effective manner to ensure protection of public health and the environment during and after implementation. The candidate must also maintain site related information for all assigned projects in accordance with DEC and DER guidance and policies to support project management, remedial program finalization, and response to FOIL requests. This includes maintenance of DER databases and file management systems.

Excellent verbal and written communication skills are a critical requirement of this position as the successful candidate must be able to convey complex information to
several groups who have varying levels of interest, understanding, and involvement with the project, including but not necessarily limited to, the public, the regulated community, engineering consultants, contractors, attorneys, DEC staff, other emergency response personnel, other governmental agencies, etc.

The candidate must complete their work in a coordinated, timely manner with a level of independence commensurate with this position’s title.

Candidate will be expected to manage multiple tasks and projects simultaneously and according to site-specific or program specific schedules.

Some field work may involve working around heavy machinery such as drill rigs and construction equipment.

The preferred candidate would have experience in spill response and in hazardous waste remedial programs.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be available for emergency response.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 40 pounds.
