Job Specifics
Duties Description The Associate Health Care Management Systems Analyst (AHCMSA) G-23 will serve as a Supervisor within the Bureau of Managed Care Fiscal Oversight and will be responsible for fiscal, regulatory and policy compliance standards, in accordance with regulatory and statutory requirements. The candidate will provide subject matter expertise with evaluating, reviewing, approving Applications, Transactions, Agreements, Equity Transfer requests and Statements of Deficiency (SOD’s).
The Associated Duties for this position are as follows:
1. Interact and collaborate with rate setting, legal affairs and program staff within the Department as well as other state agencies, consultants, and MCO stakeholders that interact with BMCFO.
2. Review and evaluate laws, rules, and regulations related to Medicaid and other public health insurance programs to improve program operations, and to ensure compliance of existing programs with new or changing requirements or guidelines.
3. Ensure accurate cost reporting and that it adheres to appropriate data collecting and reporting methodologies.
4. Analyze state and federal legislation related to health insurance programs, and review for impact on existing program operations and recommend the appropriate operational changes; provides technical assistance to various groups on regulatory changes and impacts on program operations.
5. Create and Review reports and program data to identify deficiencies, perform quality assurance and program audit functions.
Minimum Qualifications Current permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Critical thinking skills and analytical skills, ability to solve problems independently. Professional work experience and/or education in healthcare and trend analyses.
Additional Comments This position may require working beyond the standard 37.5-hour work week
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
