Job Specifics
Duties Description Under the general supervision of the Assistant Director of the Office of Professional Medical Conduct, the incumbent will function as the Director of Investigations for the Capital District Regional Office, Central New York Regional Office, Rochester Regional Office, and Buffalo Regional Office including oversight of administration and operations, and investigative caseloads. Specific duties and responsibilities include, but are not limited to, the following:
1. Coordinate policy development, implementation, and direction with the Assistant Director of OPMC to ensure consistency in statewide investigations.
2. Oversee and coordinate all operational and administrative needs, in conjunction with the Assistant Director of OPMC, Regional Associate Commissioners and their Deputy Directors, of the assigned geographic offices led by the OPMC assigned Program Directors.
3. Oversee all activities in the investigative process of the assigned geographic offices led by the OPMC assigned Program Directors, including but not limited to early resolution of issues and comprehensive investigation of substantive misconduct issues. Complete case reviews of entire investigative caseload identifying investigative plan and progress and identifying high priority cases for early legal interventions to OPMC executive staff.
4. Ensure controlled management of a statewide investigative system by ensuring appropriate application of laws and regulations, consistency in investigative techniques and medical reviews and adherence to policies and procedures.
5. Manage effective utilization of statewide clinical reviewer resources to augment investigations with medical expertise and knowledge of health care delivery systems.
6. Participate in all statewide investigative meetings including leading Investigation Committee meetings for responsible regions of the state.
7. Review and analyze data and reports to evaluate effectiveness of the program, provide recommendations for appropriate actions to OPMC executive leadership, and implement approved actions to improved program outcomes.
8. Coordinate, in association with the OPMC Assistant Director, with the Regional Associate Commissioner(s) and their Regional Deputy Directors where applicable for appropriate program response to public health emergencies and/or response to urgent program inquiries.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Area Office Director, SG663 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title at or above SG27 or SG663 and eligible to transfer under Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Ten years of experience conducting field investigations or investigations of professional or medical misconduct preliminary to civil litigation or criminal prosecution.
Extensive supervisory experience managing multiple staff.
Three to five years’ experience managing large scale and complex investigative caseload.
Experience managing or coordinating operational and administrative needs of a unit or program.
Experience in developing and maintaining relationships with internal and external stakeholders.
Strong written and verbal communications skills including presentation skills to various audiences.
Demonstrated ability to motivate and direct staff to achieve desired goals.
Experience assessing, developing and delivering training to address staff needs.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
