Job Specifics

Duties Description Under the direction of the Unit Director, the Data Analyst 2 performs advanced research, data analysis, and program evaluation activities to support New York State's health care workforce policy and planning efforts. The incumbent will lead implementation of two new workforce initiatives — the Hospital Utilization of Temporary Staffing Survey and Health Workforce Connects — while providing ongoing evaluation and analytical support across the Office's full portfolio of workforce investments. A central function of this position is to collect and synthesize workforce data from programs across the Department of Health to produce high-level briefings for leadership on program costs, outcomes, successes, and gaps in workforce reach across the state.

Job duties include:
• Design and conduct evaluations for existing initiatives, including the development of evaluation frameworks, logic models, and data collection plans; gather quantitative and qualitative outcome data from grantees and program participants; analyze and report findings.
• Lead all phases of a semiannual hospital survey, including instrument design, data collection, analysis, and reporting.
• Collect, compile, and analyze workforce data from a broad and representative range of stakeholders statewide; conduct targeted research on health care workforce shortages, supply and demand trends, and related policy issues using a variety of statistical and analytical methods.
• Maintain a statewide workforce reach analysis identifying geographic, demographic, and sector-based gaps in program coverage to guide future investment priorities.
• Respond to ad hoc data and analytical requests from program staff and leadership in a timely and accurate manner; present findings at internal team meetings, stakeholder convenings, and leadership briefings as directed.

Minimum Qualifications Seven years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: • Experience collecting and synthesizing program data from multiple sources to produce cross-program analyses and gap assessments.
• Solid understanding of program evaluation design, including logic models and process and outcome evaluation frameworks.
• Demonstrated experience designing, administering, and analyzing surveys in a public health, government, or health care setting.
• Prior experience working with health care workforce data, workforce development programs, or grant-funded public health initiatives.
• Proficiency in statistical software (e.g., SAS, R, SPSS, Stata, or Python) for quantitative data analysis.
• Experience supporting procurement processes, including the development of Requests for Proposals.
• Excellent written and verbal communication skills with the ability to manage multiple concurrent projects and meet deadlines in a fast-paced environment.

Additional Comments The Office of Health Care Workforce Innovation is charged with collecting, analyzing, and presenting data related to New York State's health care workforce shortages. The office plays a critical role in informing evidence-based policy and management decisions for Department of Health leadership and Governor's Chamber. The Office manages a portfolio of workforce investment initiatives totaling more than $80 million annually.
