Job Specifics

Duties Description Duties include, but are not limited to, the following:
• Complete environmental permitting for multiple projects varying in complexity from a SEQR short form to Joint Applications with multiple regulatory agency approvals.
• Track and coordinate permit timelines to meet project needs and provide administrative support for all phases.
• Oversee upcoming and future projects where environmental review or compliance with regulatory or environmental regulations will require processing of permits
• Coordinate environmental impact assessments such as SEQRA.
• Conduct all environmental procedural requirements for advancing and expediting environmental studies/analyses associated with Environmental Impact Statements(EISs), Environmental Assessments (EAs), and other documents associated with projects.
• Manage consultant deliverables for environmental aspects of State projects, including Endangered Species, Ecology, Energy, air/Noise, Visual and Environmental Justice.
• Participate in project meetings with department staff, consultants, and environmental regulatory and advisory agencies and assist with preparation of written communication/notices. Work closely with the US Fish and Wildlife Service, US ArmyCorps of Engineers, NYS Department of State, and NYS Office of General Services regarding permit applications with which they are also involved.
• Represent the Design and Construction on environmental matters when interacting with federal and state environmental regulatory agencies and groups.
• Review environmental permit applications submitted by consultants.
• Assist with the preparation of environmental permit applications and other approvals.
• Perform a full range of supervisory duties, including reviewing the work of subordinate staff.
• Perform other duties as assigned.
• Perform the full range of supervisory duties.

Preferred Qualification:
• Knowledge and use of AutoCad and Bluebeam preferred.

Operational Needs:
• Registered NYS Architect
• Travel may be required (approximately 20%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

Notes:
*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Geographic pay differential added to hiring salary = $7,000.

Salary Adjustments for Positions in Pearl River
Geographic pay differential added to hiring salary = $13,500.

The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Successful completion of Sections 1 and 2 of the New York Landscape Architect Registration Examination (LARE) and one year of experience planning and designing landscape development and site improvement projects, and overseeing the construction, rehabilitation and maintenance of outdoor spaces and other open areas for transportation facilities, buildings, parks, historic sites, recreational facilities, campuses, gardens, playgrounds, and roads and highways.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Landscape Architect 1 and eligible for transfer under the Civil Service Law.

52.7 Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field and must have one year or more of qualifying permanent service as an Assistant Landscape Architect and must not have failed, or failed to take, if eligible, the last holding of examination

*Candidate must have New York State Professional Landscape Architect's License with current registration.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
