Job Specifics

Duties Description Perform or assist in performing technical activities related to writing instructions (code), application program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance and implementation in such areas as the design and development of database systems; dynamic, transactional, or interactive web sites; and agency-specific application programs.

This position is on the Enterprise Resource Planning Administration Team in the Bureau of Software Platforms within the Chief Information Office.

• Install, upgrade, and configure enterprise software systems.
• Troubleshoot and remediate critical issues on tight timelines.
• Plan and architect system solutions complying with agency policies and standards.
• Communicate and collaborate with technical and non-technical stakeholders.
• Coordinate with staff and third-party vendors.
• Provide support in a wide range of areas supporting our SDLC methodology.

Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 2 Programming, you must have:

A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
OR - A total of two years of experience in information technology.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programing.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:

•Demonstrated experience in installation/upgrade/maintenance of applications servers.

Demonstrated experience in the following technologies:
• PeopleSoft Enterprise 9.2
• Oracle Policy Administration (OPA) and Policy Modeling
• Oracle WebLogic/Tuxedo technology
• PeopleSoft Process Scheduler
• Oracle OAS/ORDS
• Oracle Apex
• PHIRE change control software and architecture
• Enterprise resource planning testing tools such as Load Runner or TOSCA

Demonstrated experience determining various methods to accomplish maintenance tasks and determining which methods to improve customer service.

Demonstrated experience troubleshooting applications, network communication and storage communications problems, utilizing diagnostic tools to trace and resolve technical problems.

Demonstrated experience quickly getting up to speed on new technology and effectively researching solutions to issues under narrow time constraints.

Demonstrated experience tracking and resolving problems impact on continuing system operations.

Demonstrated experience documenting procedures pertaining to server maintenance, configurations, change, and release management.

Demonstrated experience addressing new software maintenance requirements and service outages.

Ability to work well in a team environment and enabling achievement of objectives.

Excellent communication skills (both oral and written), and strong organizational skills.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
