Job Specifics

Duties Description The Office of Mental Health is recruiting to fill a Business Systems Analyst 3, G-25, position in the Division of Medical Informatics. The Business Systems Analyst 3 will, applying a wide range of specialized knowledge, skills, abilities, tools and techniques, work with OMH Clinical and other business stakeholders to analyze, define, develop, and communicate and validate requirements for new or existing business processes and/or information technology systems. The position is expected to provide application support for OMH business units and clinical programs.

Specific duties include, but are not limited to, the following:

•Leads a multi-disciplinary team on technical projects that help meet the strategic goals of OMH.

•Directs business systems analysis activities and supervises a staff of Business Systems Analysts.

•Writes agency business analysis standards and process documents.

•Analyzes and revises flow charts, process models, and technical specifications describing “as is” or “to be” IT systems or business processes.

•Prioritizes IT system requirements to gain stakeholder agreement for IT projects or business process change documents detailing the project.

•Develops and prepares presentations to justify and explain IT system or business process requirements.

•Evaluates the outcomes of systems testing and confirms that the results are consistent with the system or business process specifications.

•Reviews proposals from staff and advises management on the criticality of revising system or business process requirements during and after IT system implementation, if applicable.

•Determines the impact of software and hardware releases on the IT system; recommends delaying software upgrades or revising system specifications and business rules to meet software and hardware requirements.

•Directs the development of training related to business systems implementation for users.

•May determine need for procuring business analysis consultants.

•Identify, analyze, and resolve issues for existing systems resulting from errors detected during, testing, implementation and/or daily use.

•Create software training, reference guides, FAQs, and procedure manuals for end users.

•Will participate on the following projects, that include but are not limited to: Electronic Health Record Implementation, Infection Prevention and Control, Outpatient Scheduling, Internal Reporting, Cerner Upgrade, and Telehealth projects.

•Demonstrate strong, professional, respectful communication skills, both verbally and in writing.

•Demonstrate an interest in developing a deep understanding of OMH enterprise software and systems to develop a technical expertise that will help facilitate excellent end-user support.

•Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement.

•Maintain a working environment that is committed to attracting, developing, and retaining a competent and highly motivated workforce.

•Must be able to work in a fast-paced environment where technical issues must be quickly resolved and communicated to end users.

Minimum Qualifications Current NYS employee with permanent or contingent-permanent status as a Business Systems Analyst 3, SG-25; OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above G-23 and eligible to transfer under Section 52.6 of the Civil Service Law.
