Job Specifics

Duties Description The Coastal Resources Specialist 2 duties in Office of Planning, Development and Community Infrastructure – Administration Unit, will include but are not limited to the following:

• Manage and oversee grant programs and contracts, including budgets and work plans.

• Review and monitor progress on grant projects including products and documents, ensuring that all contractual obligations are met, and project objectives are achieved.
• Review and prepare comments on project review or contract products, including designs for constructions of capital improvement projects managed by Costal Resources Specialist 1 (CRS 1).
• Oversee development of Local Waterfront Revitalization Programs.
• Operate in an expert technical capacity for the review and implementation of large scale and complex projects.
• Interact with local, state, and federal agency representatives and consultants to coordinate review of projects, tasks, and other inter-related project items.
• Act as a lead on projects by coordinating and directing activities such as data collection and analysis and project implementation.
• Develop guidelines, instructions, and informational materials for preparing, reviewing, and implementing projects.
• Represent OPDCI and/or the Department of Sate at public hearings, meetings and or related events.
• Review and comment on proposed federal and state regulations.
• Develop guidelines, instructions, and informational materials and provide training.
• May manage and oversee CRS 1 staff.

Minimum Qualifications MINIMUM QUALIFICATIONS:

55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

COMPETITIVE MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.

TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Coastal Resources Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Coastal Resources Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Coastal Resources Specialist 1.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
