Job Specifics
Duties Description Under the direction of the Senior Manager of Procurement and Program Compliance, the Program Compliance Specialist I is responsible for activities related to compliance with state and federal participation requirements for Minority- and Women-Owned Business Enterprise (MWBE), Service-Disabled Veteran-Owned Businesses (SDVOB), Disadvantaged Business Enterprise (DBE) on projects funded by EFC.
Essential Duties
· Review and approve utilization plans, waiver requests and appropriate contractual language to ensure MWBE-SDVOB-DBE participation meets state and federal requirements
· Meet with Minority Business Officers and financing recipients to provide training, resolve problems and improve their compliance programs
· Attend pre-bid, pre-construction, and project meetings (often via conference call) to explain participation requirements and answer questions
· Collect, monitor, and report participation data, maintaining accurate and up to date project records
· Meet with EFC staff and affected parties to resolve compliance issues and recommend corrective actions to improve MWBE-SDVOB-DBE business participation
· Participate in industry MWBE-SDVOB-DBE networking events and statewide outreach/training sessions
Minimum Qualifications Bachelor’s degree in business or a related field and two years of experience in MWBE, SDVOB, DBE, Affirmative Action, or Human Rights, including experience with contract compliance or auditing - or - Associate degree in Business or a related field and four years of relevant experience as described above. A combination of education and experience sufficient to successfully perform the essential duties of the position, as determined by the Corporation, may also be considered.
Preferred Knowledge/Skills
· Knowledge of laws, regulations and other requirements pertaining to MWBE, SDVOB, and DBE programs
· Experience reviewing contract scopes and assessing compliance
· Familiarity with construction processes and their application to public works projects

· Ability to work independently, exercise sound judgement, and demonstrate professional competence
· Excellent interpersonal skills with the ability to handle sensitive and confidential matters
· Strong written, verbal and presentation skills
· Ability to manage multiple projects, make decisions, and identify effective solutions to problems
· Strong organizational skills and attention to detail
· Proficiency with Microsoft Office
Working Conditions and Physical Abilities
Work is performed in an office environment and involves prolonged periods of computer use. Tasks may include typing, using a telephone, and operating standard office equipment. The role may occasionally require lifting or moving office supplies or files weighing up to 10 pounds.
