Job Specifics
Duties Description The Human Resources Specialist 3 Labor Relations, M-1, will report directly to the Associate Director Human Resources 2 Labor Relations, M-2. The incumbent will manage all facets of the agency's performance management unit. They will be responsible for the following, including but not limited to:
• Oversees, directs, and provides guidance to the Performance Management Unit which is responsible for
ensuring compliance with the agency performance management program.
• Provides expert advice and assistance to program managers and supervisors on completion of performance programs, probationary reports, traineeship reports, and/or associated annual evaluations.
• Oversees tracking of the completion of performance programs, probationary reports, traineeship reports, and/or associated annual evaluations for the entire agency, working closely with staff and division liaisons to ensure compliance.
• Assists HRSls and HRS 2 in providing advice and consultation to supervisors and managers to ensure execution of the performance management program in accordance with Civil Service Law and applicable contract bargaining agreements.
• Supports the Performance Management unit in providing guidance to managers and supervisors on methods to address and improve upon less than satisfactory performance.
• Assesses training needs; and develops training materials and curricula regarding performance management best practices for providing feedback to staff and/or appropriate form completion.
• Reviews and evaluates changes in negotiated agreements; and advises management of their impact on the performance management program.
• Oversees handling of Unemployment Insurance employer protests, representing the agency at hearing when requested.
• Reviews and evaluates policies and procedures related to the performance management program; and recommends and implements new and revised ones.
• Build and maintain positive relationships with relevant stakeholders to support effective use of Performance and Labor Management processes.
•Works on managing technology needs for the Performance Management Unit.
• Other duties as assigned in support of the Employee Relations Office.

52.7 Non-Competitive Promotion (NCP) Qualifications: (DOL Employees Only)
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources 2 (Labor Relations). If 3 or fewer qualified Department of Labor Human Resources 2 (Labor Relations) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Human Resources 2 (Labor Relations) without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
