Job Specifics
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for a Mental Health Program Specialist 4, G-27, to work within the Bureau of Inspection and Certification. The Bureau of Inspection and Certification (BIC) is responsible for activities related to issuance of Operating Certificates (licenses) pursuant to the Mental Hygiene Law. BIC’s mission is to ensure that all mental health providers certified by OMH meet generally recognized standards for the operation of such programs as well as standards established by the Codes, Rules and Regulations of the State of New York (NYCRR). Under the direction of the Bureau Director, the incumbent serves as the Deputy Director of BIC.
Duties to be performed will include, but not be limited to, the following:
-Oversee and support the statewide process for certification, licensure, and recertification of approximately 1,800 OMH-licensed mental health programs (inpatient, outpatient, residential) and OMH/OASAS-licensed behavioral health programs, ensuring compliance with Mental Hygiene Law and applicable sections of the NYCRR.
-Assist in the development, revision, coordination, and implementation of OMH and OMH/OASAS regulations and licensing policy. Develop, coordinate, and offer training resources to promote consistent statewide interpretation and application.
-Provide analysis and recommendations to the BIC Director and OMH executive management on licensing issues and policy considerations.
-Monitor and evaluate statewide licensing activity and timeliness; recommend and implement process improvements to enhance licensing currency.
-Collaborate with the Department of Health and the Office of Addiction Services and Supports to support the development and implementation of regulations and policies that promote integrated care.
-Oversee and coordinate enforcement activities, including recommending enforcement actions and, when delegated, issuing enforcement determinations in alignment with OMH policy.
-Direct and manage the review of licensed provider operations, including participation in closure determinations, to protect the safety of recipients and the interests of New York State.
-Prepare for and provide expert testimony in administrative hearings and other legal proceedings related to OMH policies and actions, as appropriate.
-Assist with directing the OMH Prior Approval Review (PAR) process, including review of applications for new programs, program modifications, capital projects, and pre-occupancy site visits; present recommendations to the Behavioral Health Services Advisory Council.
-Review and recommend PAR determinations for final approval by the Director and/or Commissioner, based on public need, character and competence, fiscal viability, and compliance with applicable standards and policies.
-Contribute subject matter expertise to agency workgroups and initiatives focused on system redesign and improvement of the mental health service system.
-Supervise and manage Bureau professional and support staff; provide leadership, coaching, and performance management.
-Provide direction and technical guidance to field office licensing teams to support consistent implementation of regulations, oversight, and enforcement activities.
-Represent OMH, as designated, in meetings with stakeholders; support advocacy for licensing policies that promote quality and access within the mental health system.
-Act on behalf of the Director, as designated, in the Director’s absence or for assigned areas of responsibility.
-Manage OMH licensing database and application systems, including interface with other agencies and reporting systems. Produce and manage reports for bureau and other stakeholders.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have one year permanent service as a Mental Health Program Specialist 4, G-27 and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law.
