Duties Description About the Role
Reporting to the Executive Deputy Commissioner, the Deputy Commissioner for Administration serves on the Commissioner’s Cabinet and is responsible for leading internal administrative operations and providing high quality services to all divisions and programs.
This role will support OGS as a high performing agency and help to improve the efficacy of all programs and divisions. This is a new division that combines OGS administrative functions under one umbrella (HR, Finance, DEIA and internal controls). The ideal candidate has demonstrated success in leading large organizations and administrative teams, is a servant leader, champion of people-centric culture, and focuses on outcomes over egos. They act as a “silo buster” that can assess problems holistically, build consensus and enact change.

The Deputy Commissioner will promote transparency and clarity and use data to evaluate problems and make decisions. Key Responsibilities
The Deputy Commissioner for Administration will manage the administrative operations and processes across the agency, creating a culture of collaboration, high performance, and commitment to service excellence at all levels. The Deputy Commissioner will define the program of work for improving efficiency, effectiveness, and customer service for a broad spectrum of internal administrative services. Lead efforts will include: expanding the OGS HR and Finance service catalogs to meet expressed needs of OGS business units; building a new Capital Budgeting function to plan, monitor and report on OGS’ strategic use of capital funding to support service delivery; acting as the decision-maker and consensus builder for facility needs and space planning for our OGS staff; supporting the deployment of and optimization of technology solutions; reducing redundant systems while improving transaction accuracy and overall cost; and implementing data analysis practices to inform business decision-making.
The Division includes four internal functions:
• Human Resources provides the people strategy and logistics that support over 3,000 employees within OGS and eight hosted agencies. HR ensures a safe, inclusive and developmental environment for all employees, with a staff of 60.
• Financial Administration performs all functions related to procurement, enterprise management, financial planning & accounting, and capital planning, administering an annual budget of approximately $1.7B. This team of 60 staff members ensures that its procurement and budget management practices are strategic, transparent, and equitable.
• Diversity, Equity, Inclusion & Accessibility leads agency wide efforts to advance equity and implement EO 187 through recruitment initiatives, employee engagement, goal setting & compliance. This new bureau includes the Office of Business Diversity (OBD) and Office of Service-Disabled Veterans’ Businesses Development (SDVBD), and has a staff of 14.
• Internal Control Unit directs development of internal control frameworks, audit-readiness processes, and identification of risks to OGS operations and objectives. The unit has two staff members.
The Deputy Commissioner for Administration must ensure the appropriate implementation of State and Federal procurement laws, NYS Civil Service Law and policies, contract law, and annual budget directives across the agency. The incumbent will represent the administrative needs of the agency with key stakeholders in State government, including but not limited to the Executive Chamber, Division of the Budget, Department of Civil Service, Office of Employee Relations, and Office of the State Comptroller.

Minimum Qualifications 14 years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Bachelor’s degree required, graduate degree preferred.
