Job Specifics
Duties Description The Park Manager 2, SG 21, will serve as the first in command for Mine Kill State Park, Max V. Shaul State Park and the John Burroughs Memorial State Historic Site. Reporting to the Assistant Regional Director, the Park Manager 2 will oversee all facility operations, budgeting, maintenance, and programming. Job duties include but are not limited to the following:
• Maintain partnership with New York Power Authority (NYPA) by attending quarterly meetings, managing communications and coordinating with various NYPA departments.
• Maintain partnership with Woodchuck Lodge for John Burroughs Memorial SHS.
• Oversee the operation of the 3 swimming pools located within the park in a safe and professional manner
• Delegate and ensure continuity of park programming and events for three (3) facilities and Visitor Center in partnership with NYPA.
• Develop operating budgets and track expenses for MKSP and Max V. Shaul SP and coordinate expense reimbursements with Finance Bureau pursuant to NYPA operating agreement.
• Oversee hiring and supervision of staff on all levels, resolve conflicts, counsel employees, complete performance evaluations, ensure mandatory training is completed.
• Coordinate swim lessons, swim meets and other swim programs for the community and local recreation groups.
• Hire and supervise lifeguards and swim instructors in coordination with Regional Water Safety Coordinator.
• Oversee water operations for Mine Kill and Max V Shaul as a Grade C Warter Operator
• Facilitate routine inspections from NYPA, State Fire, Regional Safety, and OPRHP Codes Compliance.
• Operate Park vehicles and equipment including dump trucks, tractors, snowplows, and mowers.
• Continue to implement the “2017 Interim Planning Assessment” for MKSP, Max V Shaul SP and John Burroughs SHS.
• Update Emergency Action Plans and outreach to local law enforcement and emergency personnel.
• Supervise year-round employees and seasonal staff.
• Responsible for maintaining annual service contracts and initiating new service contracts when conditions permit.
• Serve as the Sustainability Coordinator for the Saratoga/Capital District Region.
• Serve on the Health and Safety Committee.
Minimum Qualifications NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either A. seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience;**
Or B. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.**
*For the purposes of this examination, a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
**Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
55-b/c Information:
Current permanent non-competitive state employees certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Currently reachable on the Park Manager 2 eligible lists.
Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.
52.6 Transfer Qualifications:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Park Manager 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Nominations for promotion by non-competitive examination will not be approved if the nominee failed the two most recent examinations for promotion to the title for which they are nominated.
Non-competitive refers to not competing in an examination; the appointment will be competitive.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must become a Certified Pool Operator prior to pool opening.
• Must obtain ICS training levels 100,200, and 700 (NIMS) within 1 year.
• Must be willing to keep current on all mandated safety trainings including First Aid and CPR/AED.
• Must possess excellent communication skills for employee and customer/visitor relations.
• Must have excellent interpersonal skills and an ability to work with several partner organizations.
• Must understand the agencies sustainability programs and be able to assist the region in meeting the Agency's prescribed goals.
• Must be proficient with MS Outlook, Word and Excel. Experience with Statewide Financial System, Asset Management System, Attendance and Revenue programs.
• Must be available to work weekends and holidays as needed.
ADDITIONAL COMMENTS:
As a condition of employment, the individual selected for this position will be required to reside in state housing which is provided.
