Job Specifics

Duties Description This position will oversee the Accounts Payable and the Purchasing units and will report directly to the bureau Director and/or Assistant Director. The responsibilities for this position will include without being limited to:
- Translating policies and strategic goals into operational procedures, planning and executing their rollout to relevant areas agency wide;
- Identifying and finding root causes of vexing operational issues, resolving what can be with existing tools/policies, and making policy recommendations to leadership to address issues that are not addressed in existing policies;
- Making operational decisions to ensure that the agency meet its performance targets in the Accounts Payable and Purchasing areas;
- Participating in strategic meetings with program areas management as they envision and develop new activities, providing guidance, and determining the level of support that the central office can provide on the procurement side;
- Coordinating with the Division of Legal Affairs on FOIL requests for procurement documentation and with the Internal Audit Group on risk management and other internal controls investigations;
- Coordinating with other state agencies at all levels, but particularly OSC, OGS/BSC, and SFS to resolve transaction processing issues and justify any exemption requests as appropriate;
- All other duties relating to managing staff, triaging and prioritizing tasks, and ensuring appropriate coverage at all times.

Minimum Qualifications Reassignment:
Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Supervising Accountant (G25).
Permanent Transfer Candidates:
Current NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at or above a salary grade 23 and eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law.

Note on special additional requirements: Candidates in some transfer eligible titles will also be required to possess 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles with special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)

Preferred Qualifications: Professional experience with oversight of Accounts Payable and Purchasing functions. Significant experience with the Statewide Financial System (SFS) and good knowledge of the Office of the State Comptroller’s Guide to Financial Operations including state procurement rules. Must demonstrate strong interpersonal & organizational skills, solid independent problem solving & decision-making, and strong sense of ownership of issues all the way up to resolution. Supervisory experience and strong written communication skills required. Intermediate to advanced skills in MS Suite, particularly in Excel and Access and experience with conducting data reconciliation, including working with high data volume and complex interconnected spreadsheets.
