Job Specifics

Duties Description Under the direction of a Human Resources Specialist 3 (Labor Relations), the selected candidate will be an integral part of the New York State Office of Parks, Recreation and Historic Preservation’s (OPRHP) Employee Relations Program including grievance and discipline administration, contract interpretation, and participation in labor management committees. Duties include:

• May supervise lower-level professional labor relations and clerical staff.

• Under the guidance of higher-level labor relations staff, advises program and regional supervisors and managers on the progressive discipline process to avoid escalation, ensuring all issues are resolved at the lowest possible level.

• Under the guidance of higher-level labor relations staff, provides advice and consultation to program and regional supervisors and managers to ensure proper interpretation and administration of contract provisions and to avoid misunderstandings that may lead to employee dissatisfaction and grievances.

• Develops and maintains a dialogue with union leadership and representatives, agency leadership and managers to foster a cooperative labor management environment.

• Attend and participate in labor management meetings and assist in the preparation of labor management agreements, as appropriate.

• Serves as a liaison with the New York State Office of Employee Relations regarding questions concerning contract interpretation and other related issues.

• Under the guidance of higher-level labor relations staff, hears grievances at second step and prepares written decisions.

• Conducts investigations into allegations of misconduct.

• Conducts interrogations and witness interviews of employees, when necessary.

• Under the guidance of higher-level labor relations staff, serves as agency advocate for Expedited Arbitration meetings (CSEA), Time and Attendance hearings (CSEA) and for full arbitration hearings for all negotiating units.

• Advises supervisors and managers in the performance evaluation process.

• Assists in the creation, review and presentation of training materials and curricula regarding employee relations, collective bargaining, contract administration and employee discipline issues.

• May perform other duties as related to the direction of the Employee Relations unit.

Minimum Qualifications FOR PERMANENT APPOINTMENT:
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment, transfer, non-competitive promotion (NCP), or reinstatement in accordance with Civil Service Law.

FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive* promotion (NCP) to the position of Human Resources Specialist 2 (Labor Relations) in Main Office's, Employee Relations Bureau.

A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the position's minimum qualifications if all requirements of a NCP are met. Said requirements include that there are three (3) or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.

The promotion field for the Human Resources Specialist 2 (Labor Relations) position consists of OPRHP employees who have one (1) year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Human Resources Specialist 1 (Labor Relations).

Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Human Resources Specialist 2 (Labor Relations) promotion exam.

*Non-competitive refers to not competing in an examination; the appointment will be competitive.
