Job Specifics
Duties Description • Review and estimate construction costs for both new and rehabilitation projects.
• Manage and coordinate capital construction projects for client agencies from inception through completion.
• Insure that assigned program responsibilities or assigned projects meet client requirements and are completed within time limitations and funding allocations determined by the client.
• Manage and review contractor estimates for cost and completeness within established policies and guidelines.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Operational Needs:
• Travel may be required (approximately 25%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

This position will be located in: Comstock or Saranac Lake or Ogdensburg, or Marcy. Please indicate your preferred location when applying.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The Office of the General Services (OGS) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OGS Design and Construction (D&C) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OGS D&C employees may telecommute up to 4 days per pay period.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Four years of experience in preparing and reviewing mechanical construction cost estimates and four additional years of experience in any combination of the following:
• Assisting in architectural or engineering work
• College study in architecture or engineering.
• Technical institute or two-year college study in applied science in a curriculum such as construction, highway technology, or pre-engineering.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Construction Estimator 2 (Mechanical) and must not have failed the last holding of examination.
OR
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a Construction Estimator 2 (Mechanical).
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
