Duties Description The Office of Mental Health is recruiting for a Supervising Budgeting Analyst, M1. Under the general direction of the Chief Budgeting Analyst (M-2), the Supervising Budget Analyst will provide direction and supervise professional staff assigned to the Non-Personal Services (NPS) team within State Budget Services. Specific duties to be performed may include, but are not limited to the following:
Oversight of the OMH State-Operated Psychiatric Centers’ Facility Financial Plan, the Central Office Divisional Plans, and the Year to Date performance and review of financial plans.
Develop, coordinate, and distribute fiscal reports, both scheduled and ad-hoc. The intent is to advise supervisors and Facility/Division resource management, meet control agency monitoring requirements, and respond to specific questions as necessary.
Review reports and provide analysis for the agency's Non-Personal Services (NPS) programs such as Divisional Spending Plans, Facility Spending Plans, contracts, and budgets.
Oversee and provide periodic/monthly NPS expenditure analyses and projections to ensure that spending is within established Spending Plan targets and fiscal guidelines.
Serve as a liaison to the agency's Program Divisions and OMH facilities regarding institutional-related and OMH policy-related NPS budget issues.
Recommend policy and processes that would provide consistency across the facilities; raise areas of concern for fiscal growth; identify special project needs; and report to the Chief Budgeting Analyst and Assistant Director for implementation.
Supervise subordinate staff. Assign and review work and monitor completion of assignments. Conduct performance evaluations and complete probation reports. Review and approve time sheets and telecommuting work plans. Provide mentorship and development.
Provide ongoing training and supervision to staff, and coordinate on a daily basis with their Supervising Budget Analyst counterparts as well as the Chief Budgeting Analyst and the Assistant Director of Financial Administration 3.
In collaboration with their Supervising Budget Analyst counterparts, coordinate and oversee, both accurately and timely each year, the solicitation, development, and issuance of the annual OMH facility spending plan and annual Central Office divisional spending plans. The incumbent will work closely with the Chief Budgeting Analyst and Assistant Director and make recommendations as the plans are being developed and finalized.
Work closely with Executive management, OMH program managers, facility business offices, and other state agency officials (when needed) to communicate various personal service issues, fiscal matters, budget policies, and NYS laws, rules, and guidelines.
Respond to questions and develop materials for DOB and other control agencies. Respond to Control Agency questions on various fiscal inquiries about Budget Bulletin B-1184 requests and the impacts of various policy actions for facilities and divisions for which the incumbent is responsible.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as a Supervising Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
