Job Specifics
Duties Description Under the direction of the Deputy Commissioner for Technology, the Project Manager 5, SG-29, will oversee Project Managers, Product Managers, Business Analysts, Quality Assurance Testers, Software Developers, Architects and other staff within the Office of Information Technology Services, on the dedicated team serving the Office of Cannabis Management (OCM). The incumbent will manage all projects under the OCM Program and maintain a holistic view of ongoing projects, ensuring that each one meets its objectives, adheres to timelines, and stays within the budget. The Project Manager 5 will ensure that the Licensing, Compliance, and Enforcement (LCE) system is completed on time and within budget and will provide leadership to strategically manage risks, monitor finances and ensure each phase of work is started and completed on time.
Duties include, but are not limited to the following:
• Primary role is to align projects with organizational goals. This involves defining the overall strategy, setting long-term objectives, and ensuring that all projects fit into this broader vision of the Office of Cannabis Management. Work closely with senior leadership to understand business priorities and translate these into actionable project plans. Serve as a liaison among program areas, ITS, vendors, and executive leadership to support decision-making, issue resolution, and implementation readiness.
• Define procurement requirements in collaboration with stakeholders and draft comprehensive solicitation documents such as requests for proposals (RFPs) and requests for quotes (RFQ). Prepare the contract reporter exemption request documents and work with the Vendor Sourcing and Management Organization (VSMO) to obtain approval from OSC. Review and Evaluate vendor bids and proposals.
• Lead and supervise Business Analysts and Quality Assurance Testers. Ensure that business analysis and testing documentation is developed, reviewed and maintained. Coordinate Quality Assurance testing and User Acceptance Testing activities, including development of release notes, test plans, bug reports test scripts and traceability matrix.
• Provide guidance and leadership to the project management team. This includes mentoring Project Managers ensuring effective communication across teams and fostering collaboration. Motivate team members, resolve conflicts, and ensure a positive working environment that enhances productivity.
• Manage the overall project budget, ensuring that resources are allocated efficiently and cost overruns are minimized. Collaborate with ITS Finance, VSMO, and OCM. Review budget burndown with executive sponsors. Secure additional funding if required. Work with assigned Project Managers to manage contract scope and the change request processes, including review of operational, budgetary, and schedule impacts resulting from proposed changes to contractual obligations.
• The Project Manager 5 is the primary point of contact for senior stakeholders, executives and clients. The incumbent will ensure that stakeholders are regularly informed about project progress, risks, and outcomes.
• Assist in evaluating and recommending solutions that meet business needs.
• Review contract amendments, proposed changes, and related documentation, and provide guidance to the Deputy Commissioner for Technology, and other executive staff as needed.
• Develop and monitor performance measures to ensure vendors adhere to implementation standards, schedule expectations, and contractual obligations, and maintain records of project and contract changes.
• Identify and monitor potential risks early on and develop mitigation strategies. Foresee challenges and proactively manage risks across projects. In the event of issues, the Project Manager 5 is responsible for finding solutions that minimize impact and ensure project continuity.
• Ensure that all projects meet the organization's quality standards. This includes reviewing deliverables, ensuring adherence to processes, and maintaining consistency across projects. Collaborate with quality assurance teams to develop appropriate metrics and benchmarks for measuring success.
• Manage change effectively across projects, ensuring that any adjustments to scope, timelines, or resources are handled with minimal disruption.
• Perform other duties as assigned.
• Perform the full range of supervisory responsibilities as applicable.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 5, SG29, OR in a position at the SG27 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Preferred Skills:
• 5+ years leading, managing, coordinating and executing large, complex IT projects within state government with budgets exceeding $10 million
• 5+ years of experience working with cross-disciplinary teams in Agile or Hybrid project environment.
• 5+ years of experience leading a team of Business Analysts and Quality Assurance Testers.
• 4+ years of NYS procurement experience including creating RFP, RFI, RFQ and CRER documents as well as vendor contract negotiation and contract/vendor management.
• 5+ years of experience in budget/finance project management within state government.
• Managing the expectations of stakeholders at all levels of the organization to ensure alignment with business objectives.
• Experience working in an Agile/Scrum development process.
• Project management, financial management and risk management experience
• Experience with Salesforce or another low code platform.
• Excellent communication skills
• Experience in writing clear, concise and comprehensive documents.
• Effective Presentation skills.
• Excellent analytical and problem-solving abilities.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
