Job Specifics

Duties Description The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations.

Working under the direction of the Director of Staffing Services, The Assistant Director Staffing Services duties in the Staffing Services Division will include but are not limited to the following:
• Manage day-to-day operations of the Bureau of Exam Modernization and Program Support, including leading and providing direction to approximately 45 staff.
• Lead Exams Modernization Section by overseeing program and policy development, program administration, program implementation, program support and program maintenance.
• Oversee the Employment Records Section to ensure timely establishment of eligible lists, processing and troubleshooting of NYSTEP transactions and certifying payroll, accurate review of promotion applications, and engaging with IT and Project Staff on the HRTU Project.
• Oversee the State Agency Services Unit responsible for the Attendance & Leave, Career Mobility, Civil Service Institute, and the Policy Unit to ensure timely and accurate guidance/training to employees and agencies.
• Provide advice and technical guidance to State agencies in various formats (written, presentations, etc.).
• Lead or participate in agency or enterprise-wide transformation and modernization projects and successfully implement changes to Agency/Division business processes.

Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a Grade 31/M-4 or higher in a title eligible for transfer and determined to be similar by Civil Service.

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Manager Staffing Services.
