Job Specifics

Duties Description Exercises independent professional judgement as an expert on complex highway or state land boundary determinations.

Establishes standards and procedures utilized in surveying and pursues technological and procedural advances that would increase the efficiency of operations.

Set policy for the collection and use of photogrammetry and survey data, the balancing and processing of field survey data, and interpretation of New York State Laws.

Manage project schedule priorities and staff or consultant resources that are necessary to produce the land surveying program and ensure quality assurance of survey related products.

Provides scoping, review, and approval of consultant surveys.

Provides administrative supervision, professional guidance, and technical direction for field and office staff.

Signs and stamps, with professional seal, department survey maps per State Education Law, as prepared under their direction.

Assists the Attorney General’s Office in case preparation and testifies as an expert witness in the defense of land title and state land boundaries.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Promotional: You must have a New York State Land Surveyor’s License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor.

Open Competitive: You must have a New York State Land Surveyor’s License and current registration.

Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $98,298. This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location.
The maximum compensation for this position is $122,252. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location.
