Duties Description Equal Opportunity Specialist 4 – Reasonable Accommodations Program Lead

Position Summary

The Equal Opportunity Specialist 4 serves as the agency’s lead subject matter expert for Reasonable Accommodation (RA) administration and compliance. This position is responsible for overseeing the development, implementation, coordination, and evaluation of the agency’s reasonable accommodation program to ensure compliance with applicable federal and state laws, policies, and regulations related to equal employment opportunity, disability rights, and workplace accessibility.

The incumbent will provide strategic guidance to executive leadership, human resources staff, supervisors, labor relations representatives, and employees regarding reasonable accommodations for employees and applicants with disabilities, pregnancy-related conditions, and sincerely held religious beliefs, where applicable. The position also oversees complex case management activities, policy development, training initiatives, and program reporting to support an equitable and inclusive workplace.

Duties Description

Duties include, but are not limited to:
Administer and oversee the agency-wide Reasonable Accommodation Program in accordance with the Americans with Disabilities Act (ADA), Rehabilitation Act, Pregnant Workers Fairness Act, New York State Human Rights Law, and related policies and guidance.

Manage and coordinate complex reasonable accommodation requests for employees and applicants, including assessment, interactive process facilitation, documentation review, determination recommendations, implementation, and follow-up monitoring.

Serve as the agency’s primary advisor on reasonable accommodation matters involving physical, mental, sensory, cognitive, and temporary medical conditions.
Provide consultation and technical guidance to executive management, supervisors, Human Resources staff, labor relations personnel, counsel, and program managers regarding accommodation obligations, undue hardship considerations, and compliance risks.

Review medical and supporting documentation to determine eligibility and appropriate accommodation options while ensuring confidentiality and compliance with applicable privacy laws and policies.
Coordinate with internal and external stakeholders regarding assistive technology, accessibility modifications, telecommuting arrangements, ergonomic assessments, schedule modifications, leave coordination, and workplace adjustments.

Develop, revise, and implement agency policies, procedures, forms, and guidance documents related to equal opportunity and reasonable accommodations.
Conduct research and remain current on federal and state laws, regulations, case law, and emerging best practices affecting equal opportunity and disability accommodation programs.

Design and deliver training programs for supervisors, managers, HR professionals, and employees regarding equal employment opportunity, disability awareness, accessibility, and the interactive process.

Monitor program effectiveness through data analysis, case tracking, trend identification, and reporting metrics to executive leadership and oversight agencies.
Prepare written reports, briefing materials, responses to audits, and documentation related to compliance reviews, investigations, and program evaluations.

Collaborate with diversity, equity, inclusion, employee relations, occupational health, workers’ compensation, and legal staff to ensure coordinated case management and policy consistency.

Participate in investigations involving allegations of discrimination, harassment, retaliation, or failure to accommodate, and recommend corrective actions where appropriate.

Supervise subordinate professional and administrative staff, including assigning work, evaluating performance, mentoring staff, and identifying training needs.
Support emergency preparedness and continuity planning efforts related to accessibility and accommodation considerations.

Minimum Qualifications Non-competitive: nine years of the experience.* At least two years of the experience must have been at a supervisory
level;

OR

One year of State service in an equal opportunity, diversity and inclusion,
minority business, employment compliance, human resources, or training position
allocated at or above Grade 23.

*Qualifying experience includes working with organizations concerned with equal
opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s
degree for five years

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
