Job Specifics

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Education Program Manager 1 (M-4) within its Office of Postsecondary Access, Support, and Success (OPASS). OPASS is responsible for fostering the development and implementation of collaborative partnerships among and between institutions of higher education, P-12 schools, community-based organizations, parents, students, business, industry, and government to ensure that all students in New York State, especially those in programs administered by the Department’s Office of Higher Education (OHE), have every opportunity to be successful learners in an environment that honors the uniqueness of each individual. Through these programs, some of New York’s most underserved students receive programming and supportive services in more than 500 elementary, middle, and secondary schools, Board of Cooperative Educational Services (BOCES), and colleges and universities throughout New York State. Reporting to the Deputy Commissioner for Higher Education, this individual would be responsible for the following duties:

• Maintain and continuously improve the day-to-day operations of OPASS;
• Supervise staff within OPASS, ensuring that they receive professional development and provide exceptional customer service;
• Collaborate with directors of other SED program offices to ensure consistent processes, policies, and procedures are developed and implemented;
• Work with Counsel, the Deputy Commissioner, and other SED leaders in the development of regulation changes and presenting items to the Board of Regents;
• Represent the Deputy Commissioner and other SED leaders at meetings with internal and external stakeholders regarding higher education opportunity programs;
• Meet with external stakeholders to identify potential issues with program implementation and work with the Deputy Commissioner and other SED leaders to develop solutions;
• Respond to high-level inquiries from the field; and
• Other duties, as assigned

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Manager 1.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-3 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent service as a Supervisor Education Programs, Supervisor Education of Children with Disabilities, Supervisor Educational Testing, Supervisor Higher Education Programs, Supervisor of Occupational Education, Supervisor of Professional Education Programs, Supervisor School Improvement Planning or Supervisor School Business Management OR two years of permanent service as an Associate in Instructional Services (any specialty area), Associate in Educational Planning and Evaluation, Associate in School Nursing, Associate in Education Improvement Services, Associate in Bilingual Education, Associate in Education Research, Associate in School Business Management, Associate in Continuing Education, Associate in Education of Children with Disabilities, Associate in Education Improvement Services, Associate in Educational Testing, Associate in Higher Education Opportunity, Associate in Higher Education, Associate in Intercultural Relations, Associate in Nursing Education, Associate in Nursing Education (Addictions), Associate in Occupational School Supervision, Associate in Professional Education, Associate in School Library Service and Associate in Teacher Education. Provisional candidates must take the examination for Education Program Manager 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Education Program Manager 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel.

This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
