Job Specifics
Duties Description The New York State Education Department’s (NYSED) Chief Financial Office is seeking candidates for a Supervising Budgeting Analyst position in the Bureau of Budget Coordination. This office is responsible for the planning, management, and control of all the Department’s budgeting activities. This includes setting priorities, making assignments, and coordinating functions to ensure that budget activities correspond with the priorities of the Regents, NYSED, the Division of the Budget, and the Legislature. Duties of this position include, but are not limited to, the following:
• Oversight of all NYSED Funds. Coordinates the review and execution of all Base Budget requests, the Monthly Fiscal Report, and review of the monthly State Expenditure Updates. Ensures that all the Base Budget plans are logical, accurate and comprehensive, and then oversees the tracking of actual revenue and expenditures against these plans.
• Oversight of the annual NYSED Budget Request. Ensures that the submission is both timely and complete.
• Acts in an advisory capacity to the Director of Financial Administration and the Assistant Director of Financial Administration.
• Coordinates or performs special assignments or department-wide projects as requested.
• Serves as Department liaison to the Division of the Budget for assigned areas. Ensures that DOB staff receive accurate, detailed information on Department programs and budget requests as needed or upon request, and in a timely manner.
• Represent NYSED with the New York State Statewide Financial System (NYS SFS) for all issues concerning Budgeting/Core Financials.
• Assist in developing budgeting policies and procedures. Ensure that newly developed guidelines do not conflict with current NYSED policies and procedures.
• Direct a team of Budget Coordinators performing similar functions. Supervises and acts in an advisory capacity to coordinate assignments and resolve problems in area of responsibility.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) Supervising Budgeting Analyst.
Eligible List Appointment: Candidates must be reachable on the Supervising Budgeting Analyst eligible list for this title. If you are on the Supervising Budgeting Analyst eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
Current starting salary:
• $93,659 (Full Performance level, M-1)
This position leads to a maximum salary of $118,388 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
