Duties Description The New York State Education Department’s Office of Special Education and Adult Career and Continuing Education (OSEA) is seeking candidates for a Supervisor of Occupational Education position in the Adult Education Programs and Policy (AEPP) Unit. AEPP promotes, develops, and supports adult education programs with the goal of providing adult students with successful pathways and transitions to post-secondary education, apprenticeship training, and the workforce. Duties of this position include, but are not limited to, the following:
Serve as NYS Director for Adult Education overseeing federal and state funds;
Oversee all aspects of AEPP office operations including supervision of staff and oversight of vendors;
Ensure that RFP’s, MOUs, mandated federal reports, and other materials are completed, processed and delivered on time;
Oversee national and state reporting systems and various Workforce Innovation and Opportunity (WIOA) Act benchmarks;
Develop the adult education section of the WIOA Combined State Plan;
Oversee and manage the distribution of funds and accountability of federal and state adult education programs;
Oversee creation and deployment of guidance documents, technical assistance and customized professional development for adult education, High School Equivalency preparation, and literacy for English for Speakers of Other Languages (ESOL) programs;
Work collaboratively with NYS Department of Labor and other partners to utilize WIOA funding and meet federal requirements;
Collaborate with various NYSED offices, NYC Department of Education, Adult Education Associations and US Department of Education and US Department of Labor;
Represent the NYS Education Department and AEPP Office on interagency and other state and national collaborations;
Collaborate with other State Adult Education Directors;
Provide oversight and guidance to the Regional Adult Education Networks (RAENs), Accountability Office, ASISTS and other technical assistance vendors;
Conduct presentations at various meetings, conferences and Board of Regent’s Meetings;
Respond to FOIL Requests, Commissioner Correspondence and Legislative Inquiries on issues related to adult education;
Respond to assignments and inquiries, including FOIL requests on behalf of OSEA;
Directly report to the Deputy Commissioner of Special Education and Adult Career and Continuing Education Services (OSEA).
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position will require 20% statewide travel.
Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
