Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3, Grade 25, in the Division of Community Program Policy & Management, Adult Community Care Group in the Bureau of Rehabilitation Services, Treatment & Care Coordination. This Bureau is responsible for the creation, implementation and operation of recipient-centered recovery-based services. This includes the Personalized Recovery Oriented Services program, Adult Behavioral Health Home and Community Based Services, State Aid funded employment support services, Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) Clinics, and Certified Community Behavioral Health Clinics (CCBHCs). The Bureau also supports the implementation of evidence-based practices and manages contracts with trade associations and consultants that provide training and technical assistance to OMH-funded and licensed programs.

The Mental Health Program Specialist 3 will serve as the Unit Director and OMH’s statewide program lead for CCBHCs and be responsible for implementation and supporting expansion of the CCBHC program, including the transition from current federal demonstration model to a permanent Medicaid State Plan service. This requires dedicated leadership to coordinate implementation activities, develop guidance, monitor program performance, address provider concerns, and ensure adherence with federal and state requirements.

Specific duties include, but are not limited to, the following:

• Serve as OMH’s statewide program lead for CCBHC program development and implementation activities.
• Provide leadership and coordination among OMH Central Office, Field Offices, the Office of Addiction Services and Supports (OASAS), and other state agency partners and stakeholders.
• Lead planning and implementation efforts related to the transition of CCBHC from a demonstration program to a permanent Medicaid State Plan service.
• Develop and maintain program guidance, policies, operational standards, and technical assistance resources to support providers.
• Collaborate with fiscal, managed care, counsel, certification, and program staff from both OMH and OASAS regarding reimbursement methodologies, State Plan requirements, and program sustainability.
• Monitor provider performance, identify emerging implementation challenges, and develop solutions to support program success statewide.
• Direct and coordinate ongoing technical assistance, training, and support for existing and prospective CCBHC providers.
• Support future expansion of the CCBHC program, including supporting providers and developing infrastructure necessary for program growth.
• Prepare executive briefings, policy recommendations, implementation updates, and responses to inquiries from internal and external stakeholders.
• Represent OMH Central Office and the Bureau as needed on relevant interagency meetings, conferences, workgroups and committees.
• Supervise and manage unit staff responsible for CCBHC program development, provider support, implementation activities, and technical assistance efforts.
• Other duties as assigned.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
