Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Manager Information Technology Services 1 in the Technology Bureau. Duties include, but are not limited to, the following:

- Administers and optimizes the tools, systems, and workflows that support critical IT and business operations;
- Leads and develops the team responsible for imaging, patching, mobile device management, and endpoint automation;
- Defines, maintains, and improves procedures for provisioning, imaging, deployment, and retirement of devices;
- Oversees patch scheduling, testing, deployment, and compliance reporting without owning broader service delivery outcomes;
- Manages MDM configurations, compliance policies, enrollment workflows, and device security baselines;
- Handles mailbox operations, permissions, distribution groups, and advanced troubleshooting within the O365 ecosystem;
- Maintains account provisioning/deprovisioning processes, MFA enforcement, and governance;
- Leads technical escalations and root?cause analysis for issues related to endpoint services, service delivery, O365;
- Ensures changes follow established change management processes and documentation standards;
- Tracks platform performance, patch compliance, device health, and operational metrics; provides insights to the broader service delivery organization;
- Manages relationships with endpoint management, MDM, service management, and vendors to ensure platform stability and support.
- Maintains endpoint, service management, and O365 configurations that meet organizational security standards and regulatory requirements;
- Drives initiatives related to endpoint modernization, automation, O365 enhancements, and process improvements;
- Creates and maintains SOPs, runbooks, and knowledge articles for endpoint and O365 operations;
- Provides technical input, platform insights, and operational data to service delivery leaders;
- Manages vendor relationships, SLAs, contract performance, and product/service delivery;
- Conducts performance reviews and ensures timely completion of evaluations across the team; and
- Occasionally travels to DFS regional offices as well as after hours and weekend work may be required.

Minimum Qualifications Appointment Method:

List Appointment: Candidates must be reachable on the Civil Service eligible list for 31288020.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website.

Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
