Job Specifics

Duties Description This position will lead the Bureau of Fiscal Policy and Management contract and regulatory reporting teams. Within the unit, there are 3 teams: OHIP Contracts, Audits, and Advanced Planning Documents. The Section Leader will supervise a team of over 20 employees while performing a range of tasks including managing various human resources, personnel, policy/procedure development and implementation, and other administrative functions. The Section Leader will manage and coordinate the activities of staff who perform a wide range of specialized activities related to OHIP’s 400+ contracts, 60+ audits and conducting contractor compliance reviews and preparing advanced planning documents for additional FFP. In addition, the Section Leader will need to manage organizational development, change processes, specific short or long-term projects, serve as liaison with other state and federal governmental entities and agencies as well as external stakeholders such as state contractors; and handle new or high-profile initiatives. The Section Leader is expected to have an understanding of the complex and specific State and federal laws, rules and policies that relate to Medicaid, which are critical to ensure DOH compliance with such requirements, and knowledge, and experience interacting with various Divisions and units both within the OHIP and the DOH, as well as with the NYS Division of the Budget and the Office of the State Comptroller.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG-27, and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law, OR; Current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title SG-25 or higher and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law.

Preferred Qualifications: Experience with State Finance Law, Civil Service Procurement Guidelines, CMS regulations and audits; Excellent oral and written communication skills, organization and time management skills, proficiency with Excel, Word and SharePoint, and supervisory experience.
