Job Specifics

Duties Description Serves as the Superintendent of Fish Culture, providing direction and oversight of DEC's fish culture program which includes responsibilities associated with budgeting, work planning, and supervision of staff for an integrated system of twelve hatcheries and a Fish Disease Control Unit, to produce approximately 1 million ponds of cold and coolwater fish species for recreational and restoration purposes. The Superintendent is responsible for ensuring that fish production is commensurate with fisheries management objectives and that hatcheries operate under established bio-security standards for the control of pathogens and parasites that may negatively affect the hatchery system or the aquatic resources of the state.

In administering the Fish Culture program, the holder will be responsible for developing grants and contracts necessary for funding and implementing fish production and fish production research needs. The incumbent will write and maintain standard operating procedures for the structured and measurable delivery of the program. The person will also be responsible for producing reports that track production and costs for the continual improvement of the program.

The Superintendent will also be required to implement a a ten-year hatchery infrastructure program that seeks to rehabilitate and modernize production facilities. Efforts associated with this program range from minor upgrades at existing facilities to the construction of new facilities, which will require working across disciplines within DEC and with other state agencies and consulting contractors.

The incumbent is also expected to participate in the Bureau of Fisheries Management Team and assist the Chief in delivering a first class, and nationally recognized fisheries program.

Minimum Qualifications You must be a qualified employee of the New York State Department of Environmental Conservation and have had permanent competitive, or 55-b/55-c service as follows:

Either A. One year as a Fish Culturist 5, Biologist 2 (Aquatic) or Pathologist 2 (Aquatic)

Or B. three years as a Fish Culturist 4

Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.
