Job Specifics

Duties Description This position is located in the Division of Materials Management in the Region 9 - Buffalo office. Specific duties will include:

1. Performing inspections at facilities such as: composting, mulch processing, land spreading, vehicle dismantling, transfer stations, electronic waste management, recycling, and construction and demolition processors.

2. Reviewing local solid waste management plans and comprehensive recycling analyses associated reports and providing feedback and comments.

3. Researching recycling outlets and markets for municipalities and counties that are struggling to find outlets for their recyclables and the impacts on the communities.

4. Serving as the primary regional recycling contact locally and representing the region on statewide issues.

5. Providing public and regulated community outreach and technical assistance, including attending local solid waste management board meetings and providing guidance, updates and information at these meetings.

6. Serving as Regional Data Manager, to include: coordinating activities related to DMM facility tracking system (SWIMS), electronic document management system and the input of annual report data (MATRIX) and coordinating with Central Office on compliance.

7. Responding to Freedom of Information Law (FOIL) requests for the program.

8.Serving as the primary contact to respond to and investigate complaints related to illegal disposal of solid waste and other solid waste violations. Maintaining data base of these complaints and enforcement.

9. Coordinating with other divisions within DEC, municipalities, environmental organizations, and the public to review documents and/or provide current information as needed for registered and permitted solid waste facilities.

10. Supervising staff to ensure compliance with DMM requirements.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3.

Additional Comments This position requires periodic day travel within the Western New York area and may require occasional overnight travel (2-3 times/year).

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
