Job Specifics

Duties Description This EPS2 position in the Region 4 Division of Air is required to have a complete understanding of the Title V application and permitting process, which includes identification and application of federal and state regulations to emission sources at a facility. The candidate must have extensive knowledge related to the applicability of federal and state regulations. The candidate is required to assess permit applications for technical, regulatory, and permitting completeness. The candidate will need to identify errors in emission calculations utilizing published and other approved emissions factors. The candidate is required to have the ability to identify and verify complete and accurate emission calculations related to various chemical process and chemical transformation reactions at the emission source level of permitting. The candidate is responsible for review and provide assistance to subordinate staff with the aforementioned permitting requirements when necessary, and assist in their training of regional duties.

The EPS2 position is required to review and approve stack testing protocols and stack testing results. The candidate must be familiar and understand the application of EPA stack testing methods for the various types of emission testing performed within Region 4. The candidate must understand manufacturing and chemical processes and their relation to the permitted emission rates of the emission sources. The candidate must have the ability to communicate with any facility on the manner in which the facility runs a process with emissions. The candidate must be able to appropriately observe plant operations and assure EPA methods are being complied with during stack testing events. The candidate is responsible for the review and assistance related to protocols assigned to subordinate staff.

The EPS2 position is required to identify any compliance matters related to assigned facilities. The candidate is responsible for preparing appropriate notices regarding compliance issues. The candidate is responsible for initiating a referral for RAPCE approval in accordance with Regional procedures, including calculation of penalties using Division of Air guidance. The candidate is responsible for review and editing of assigned staff's compliance work prior to submittal to the RAPCE.

The EPS2 position will be responsible for assignment of, response, and resolution of assigned complaints and complaint actions of subordinate staff. The candidate must be able to identify appropriate federal and state regulatory applicability related to the cause of the complaint.

EPS2 position will supervise all other EPS and non-engineering titles within the section. The EPS2 will be responsible for complete, thorough, and meaningful performance reviews of all assigned staff.

This EPS2 position will fill in for Regional Air Pollution Control Engineer responsibilities when needed. These responsibilities include any review of submissions related to CLCPA 7(2) and 7(3) analysis. The candidate must clearly and precisely relay all related CLCPA information to the RAPCE for final decision.

The EPS2 position will stay up to date on all relevant training and regulatory updates and assign to subordinate staff when appropriate.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
